Main Purpose of Job

This is an administrative position responsible for the funding programs of the Interagency Commission on School Construction, including the development of reports and responsibility for operating and capital budgets.

POSITION DUTIES

Determine eligible and ineligible contract components and State share of contracts for school construction projects; Recommends approval of contracts (for approval by IAC) and payments to the Chief Financial Officer; Recommends and/or determines procedures to be used for funding program administration; Evaluates and approves eligibility of the expenditures for the CIP, ASP ,and other funding programs; Recommends revisions to existing financial databases for improvements to efficiencies and in response to user feedback to the IAC IT Director; Provides QA/QC reviews throughout the Capital Improvement Program annual cycle; Semi-annually(October- March) composes detailed correspondence to each LEA; Develops and implements new agency procedures, reports, and forms; Determines eligibility of expenditures; Develops agenda items for IAC approval of construction contract awards and other financial transactions; Initiates and records all IAC/Designee’s approval actions; Acts as an agency vendor coordinator and MBE Liaison.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor’s Degree in at least one of the following:  accounting, business management, public administration.

EXPERIENCE: Two years progressively responsible experience in accounting, finance, and/or auditing. 

Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education 

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

SELECTIVE QUALIFICATIONS

  • Must have at least 1 year of experience assisting with preparing and monitoring operational budgets
  • Must have at least 1 year experience with a capital accounting system

DESIRED OR PREFERRED QUALIFICATIONS

  • Certified Public Accountant with knowledge of government procurement and construction terminology and processes 
  • Familiarity with the capital budget or financial management information systems
  • Familiarity with the Maryland legislative process and the operations of Maryland State government

SPECIAL REQUIREMENTS
