Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Human Resources Services Unit. This recruitment will be used to fill the current vacancy for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year. 

This position is a special appointment and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Maryland Department of Natural Resources is accepting applications from qualified candidates for the Special Appointment position of Administrator IV. The primary purpose of this position is to function as the Employee Relations and Training Manager within the Department and assure the fair and equitable treatment of all employees.

Duties of this position include, but are not limited to:
  • Adjudicates grievance conferences at the second step of the grievance procedure. Hears arguments from management and employees regarding the grievance appeal. Elicits pertinent facts and reviews the objectively. Renders written decisions, on behalf of the Secretary, in accordance with laws, rules, regulations and Department policy in order to resolve the grievance. 
  • Represents the Department at settlement conferences to negotiate agreements in an effort to resolve cases without further administrative appeals. Investigates employee infraction including meeting with the employee, considering mitigating circumstances, and recommending the appropriate disciplinary action to the appointing authority.
  • Investigates employee concerns and/or complaints and evaluates the nature of issues presented and next steps, to include providing guidance on appropriate action.
  • Performs various complex professional and administrative work related to employee and labor relations and recommend, guide, and advise appropriate actions.
  • Serve as training administrator for the entire Department, including both State mandated and internal Departmental training programs, as well as the HUB Administrator at the agency level. Responsible for agency training-related audit and reporting requirements. 

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet both the minimum qualifications and selective qualification to qualify

  • 2 Years experience in Employee Relations work: conducting workplace investigations, imposing disciplinary actions, participating and understanding mitigation, grievance and appeal process, provide recommendations to management and employee for resolution of work related matters

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience working with SPMS, The HUB, Workday, and JobAps or other similar HRIS systems. 
  • Experience managing statutory timeliness 
  • Experience working with Unions/MOU
