POSITION DUTIES

Support the Local Education Agencies (LEA's)’ Planning and Construction of School Facilities Projects and the Maintenance of all Facilities within their Portfolios which includes Field visits to schools as needed to determine the status of projects, Weekly meetings with LEA and IAC staff to discuss school construction projects, maintenance progress and other issues. Provide overall status of LEAs’ facility administration programs and execution general organizational issues and procedures, budgetary concerns, Planning, Design, pre-construction, and post-construction meetings as needed. Assistance in evaluating the level of maintenance in existing schools and the development of annual maintenance reports. Develops instruments for internal project reporting: meeting minutes, identifying and monitoring outstanding issues, etc. Assist the ED, DD, Regional Facilities Senior Manager and Maintenance Senior Manager in development of best practices generally applicable to the agency’s program and to school construction statewide. Perform other duties as assigned.

The position provides value adding support to the staff and administration of assigned Local Education Agencies (LEAs) in all matters related to their school facilities from concept planning, to funding, through design and building, maintenance and operations including systems replacements. This advisory management position assists in the development of strategies for ensuring safe, healthy, and educationally sufficient school facilities including their capital and operational funding, facility management procedures, proper staffing ratios, and the entire facility management process. Reporting regularly to the Executive Director and assigned managers on findings and recommendations for improvement, and corrective action, including the development of reports and testimony to the Interagency Commission, the Administration, and the General Assembly on behalf of the Executive Director. This position provides a substantial level of analysis and information to make funding decisions related to both simple and complex projects.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree in engineering or architecture from an accredited college or university. 

Experience: Three years of experience as a design or project Engineer or Architect for large-scale multi-year construction projects. 

Notes: 1. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience. 2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience in building system, Local, State & National codes 

Experience in drawing review & construction technology/management. 

Software skills in Project Management such as Microsoft Project, Excel, and presentation graphics
