POSITION DUTIES

The Governor’s Office of Small, Minority & Woman Business Affairs (GOSBA) is seeking to fill a Director, MBE Policy and Legislative Affairs position. This position works for the Special Secretary and is responsible for monitoring, researching, and analyzing current law, legislative histories and legislative proposals that relate to the Minority Business Enterprise (MBE), Small Business Reserve (SBR) Program and Veterans Owned Small Business Reserve Programs (VSBE) or otherwise impacts small, minority and women-owned businesses; developing testimony, position papers, correspondence, reports and other input required on various MBE/SBR/VSBE legislative and related policy matters; analyzing emerging legislative/policy issues in the MBE community and recommending action; developing and maintaining MBE Program Regulations; serving as a liaison to the members of the Legislature and other program stakeholders regarding GOSBA initiatives and programs; testifying before legislative committees and giving presentations to stakeholders as needed; Manage and Coordinate GOSBA’s MBE/SBR/VSBE Training Function; and performing other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A bachelors degree in public policy, public administration, economics, business, finance, or a related field or a graduate degree in law, public policy, or a related field.

Experience:

Four (4) years of experience in administrative or professional work, one (1) of which must have involved monitoring, developing and/or drafting Federal, State or municipal laws, regularly interfacing with Congressional, State legislative or municipal offices and representatives regarding policy issues.

Note: Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education. Additional graduate level education from an accredited college or university may be substituted at a rate of 30 semester credit hours for each year of required experience.

Preferred Qualifications:

Excellent writing and oral communication skills

Strong analytical abilities

Familiarity with standard computer programs

Ability to work independently, in teams and under pressure
