Main Purpose of Job

Coordinates and supervises the activity of the staff auditors assigned to perform financial and compliance audits of State Aid to Education program funds provided to local school systems.

POSITION DUTIES

  • Designs and develops auditing programs for local school systems (LSS) audits. This would include auditing programs for state aided educational programs administered under the Bridge to Excellence Public School Act. 
  • Supervise, provide guidance and direction to staff auditors on the audit programs, audit techniques and audit tools to be used in order to perform their duties efficiently 
  • Reviews the staff auditors’ working papers that document the audit tests performed and compiles the results of the audit tests to produce draft reports 
  • Evaluate the adequacy and effectiveness of internal controls at the LSS’s. 
  • Review and assess the adequacy of audit working papers including supporting documentation to ensure objectives have been accomplished, reporting is consistent with working papers and in compliance with government auditing standards 
  • Reviews and interprets Federal and State laws and regulations, accounting and auditing procedures, as well as, monitoring the law changes for the purpose of formulating recommendations for the State Aid Section Chief to assure that MSDE and the 24 local school systems are in compliance with Federal and State laws and regulations. 
  • Ensures that audits are completed timely to meet the established times lines in the annual plan. · Prepare draft audit reports determining the LSS compliance with State Aid to Education programs for review by the State Aid Section Chief and the Director of Audit. 
  • Coordinates with LSS officials and MSDE program personnel to obtain student data and enrollment populations for the State Aid to Education program subject to audit. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in auditing.
Experience: Four years of experience performing financial and compliance audits of a State agency, grantee, business or other entity. 
Notes: 
1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement. 
2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a Master's degree in accounting from an accredited college or university for one year of the required experience. 
3. Applicants may substitute one year of professional accounting experience for one year of auditing experience only.  
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS
