Main Purpose of Job

The Procurement Officer will assist with the planning, coordinating and administration in the duties of developing specifications, bid solicitation, contract award, and contract management. Determine the best procurement to provide quality goods and services. The incumbent will need to be a detail oriented, self-starter. This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Process purchase orders for Maryland State Ad Agency, a division of MPT utilizing the ADPICS portion of the State’s FMIS program.

Create Invitations for Bid (IFB) and Request for Proposals (RFP) utilizing State of Maryland Procurement protocols.

Prepares non-technical contract specifications, renewals, amendments, and addenda and assists in reviewing and editing specifications to ensure terms and conditions are clear and consistent as requested.

Prepares and assembles bid and contract packages in accordance with the established format, procedures and procurement laws and coordinates the distribution of contract documents.

Assists in determining advertising requirements for procurement solicitation and contract awards. 

Updates notices on bid board and answers inquiries from contractors, vendors, suppliers and other interested parties regarding projects, contract documents and schedules and basic procurement procedures.

MINIMUM QUALIFICATIONS

Experience: Five years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

2. Candidates may substitute the following written certifications, obtained through passing an examination for four years of the required experience: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of  State Purchasing Officers).

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting and Industrial Management classifications or Contracting and Industrial Management specialty codes in the Procurement field of work for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications. 

Experience using the State’s Financial Management Information System (FMIS). 

Experience with State or Government procurement processes. 

Procurement experience involving duties such as: assembling bid and contract packages in accordance with the established format, procedures and procurement laws.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
