This a full-time permanent position.  The position is for a Chief Toxicologist, Ante Mortem, and is located in Pikesville, Baltimore County, MD at the Maryland State Police Forensic Sciences Division HQ Laboratory.

Main Purpose of Job

The Chief Toxicologist, Ante Mortem, is a Ph.D. level toxicologist responsible for the management and technical leadership of the Maryland State Police Toxicology operations involving blood drug, blood alcohol, and breath alcohol analysis of samples collected in conjunction with DWI investigations. This position oversees the State Alcohol Testing program in accordance with Maryland Motor Vehicle law, Court and Judicial Proceedings 10-301.1 - 10-309. This position functions as the Manager of the MSP Forensic Sciences Division (FSD) Toxicology Units and Chemical Test for Alcohol Unit, ensuring that all work performed is in compliance with written MSP/FSD goals and guidelines as well as the standards dictated by the laboratory's accrediting body.

POSITION DUTIES

 Function as the Technical Leader for the Toxicology operations of the Maryland State Police

 Oversee the State DWI Alcohol and Drug Testing Program

 Manage the Toxicology Laboratory

 Testify in court as an expert on the results of Toxicology analyses and as to the methods used


MINIMUM QUALIFICATIONS

Education:  Possession of a Ph.D. in Toxicology or Pharmacology from an accredited college or university and certified by the American Board of Forensic Toxicology (ABFT) as a fellow of the ABFT in Forensic Toxicology

Experience:  Six years of experience in comparative analysis or scientific evaluation of evidence in toxicology including experience in providing testimony as an expert witness in moot or criminal court.  Two years of the required experience must have been in a supervisory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

 1.  Experience in breath alcohol, blood alcohol or blood drug analysis

 2.  Experience using a Laboratory Information Management System (LIMS) for forensic casework

 3.  Validation experience using LCMS or GCMS or Q-TOF

 4.  Calibration experience with a breath alcohol testing system utilizing an electro-mechanical sensor and an infra-red sensor

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to this classification must be eligible or possess the certification or license required by the governing body of the forensic discipline associated with the job duties for the specific position.  Specific information regarding the requirements and procedures of the applicable governing body can be obtained from the Human Resources Office of the Maryland Department of State Police,  1201 Reisterstown Road, Pikesville, MD 21208

SPECIAL REQUIREMENTS

 1.  Employees in this classification are subject to call-in 24 hours a day and, therefore, are required to provide the Department with a telephone number where they can be reached.

 2.  Employees in this classification are subject to random substance abuse testing in accordance with the Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.

 3.  In accordance with the Public Safety Article, Section 2-204 (b) (6) of the Annotated Code of Maryland, candidates for positions in this classification will be subject to an initial drug screening, submission of DNA sample and a complete background investigation to include a polygraph examination before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.
