The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This is a CONTRACTUAL position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

This position provides a support role for oversight of the policy/regulation development process (COMAR), development of internal policies and procedures, coordination of mandatory law enforcement reporting, and assistance with grant development, tracking, and reporting. Position requires the development, updating and providing of training information to MPCTC Administrators and Law Enforcement Agencies. This position also requires conducting research, coordination of special projects, and tracking of legislation impacting the MPCTC.

Job Duties

Research and Develop Model Policies, Procedures and Data Reporting procedures and processes required by Legislative mandates.

Research, Develop, and Draft documents related to program mandates/modifications that are required by statute/regulation mandates.

As assigned by the Director of Policy and Process Review Unit compile information/data to assist the Md. Police & Correctional Training Commissions (MPCTC) Executive Director, the Police Training and Standards Commission, and the Correctional Training Commission regarding Statutory laws and COMAR regulations.

Complete other duties as assigned regarding client agencies on regulations, legislative mandates or other inquiries related to any of the above responsibilities.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.

Experience: Three years of prior administrative experience related to research, planning and policy.

Notes: Applicants may substitute additional experience as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education. One year of this experience must have involved one or more of the following: the supervision of employees, overseeing and coordinating the general operations of the unit, applying rules and regulations, or exercising responsibility for the development of policies and procedures.

SELECTIVE QUALIFICATIONS

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
