Main Purpose of Job

The Maryland Health Services Cost Review Commission, Center for Medical Economics & Data Analytics (MEDA)is seeking an analytic fellow to assist in the implementation, operation, and evaluation of evolving and innovative policies and programs to improve healthcare quality in the State of Maryland, in a manner that is consistent with the realities of health care today and where health care is going in the future.

The HSCRC staff, for more than 40 years, has been responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness while improving quality of care at Maryland hospitals. In recent years, the HSCRC’s role has been expanded by the implementation of the Total Cost of Care (TCOC) Model, empowering Maryland to provide value-based care for both inpatient and outpatient, Part A and Part B Medicare services. 

The Commission is unique in the US because it sets hospital rates for all payers as a result of its waiver from Medicare’s Prospective Payment System. Maryland is the only state in the country with such rate setting authority, and consequently is able to develop and implement cutting-edge policies that have been emulated in other parts of the country. 

As alluded to above, the TCOC Model will move beyond hospitals to address patient care across the entire spectrum of care to include post-acute providers, nursing homes, and physicians, with the goal of improving the patient experience and controlling total cost of care. This new Model, if successful, can be instrumental for potential future changes to health care delivery and health payment policies nationally. This fellowship, therefore, represents an opportunity to learn about this Model and to effectuate change in it during its ongoing implementation, so that it may be most efficacious for patients, providers and the public alike.

MAIN DUTIES INCLUDE:
The Medical Economics fellow will work on various projects related to supporting the State’s performance under the Total Cost of Care Model.

Examples of projects to support the MEDA team in the Commission may include, but are not limited to:
  • Analytic support for key HSCRC programs including hospital rate setting and hospital financial performance review
  • Program administration and analytic support for the HSCRC’s value-based programs
  • Preparation and delivery of reports on the TCOC to the Center for Medicare and Medicaid Innovation (who have Federal oversight over the TCOC Model)
  • Supporting the enhancement of existing data visualization using Tableau

The Commission is searching for multiple candidates with diverse policy and technical backgrounds in public health, healthcare finance, and quantitative analysis to assist with these crucial projects. Ideal candidates are high-achieving and proactive top-tier graduates or graduate students in programs with required full-time internships or residencies.

Successful candidates must possess strong Excel skills. Experience using other analytic software, like Tableau or SAS, and an understanding of healthcare claims and/or financial data are desirable but not required. Candidates must demonstrate the ability to effectively communicate and interact with staff, hospitals officials, consultants, and other health care officials.

Fellowships may last for up to two years of contractual, full-time employment with the State of Maryland. Contractual State employees receive healthcare benefits and accrue limited paid leave annually. Fellows will work out of the HSCRC offices at 4160 Patterson Avenue in Baltimore City (or remotely with State-issued resources during the pandemic).

MINIMUM QUALIFICATIONS

Qualified candidates must possess a master’s or degree in Economics, Public Policy, Public Health, Healthcare Administration, Information Technology, Mathematics, or a related field.

OR

A bachelor’s degree in Economics, Public Policy, Public Health, Healthcare Administration, Information Technology, Mathematics, or a related field .

SELECTION PROCESS

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
