HEALTH DATA MANAGEMENT FELLOW

HSCRC ANALYST I - FULL TIME CONTRACTUAL

Recruitment #22-009255-0005

GRADE

9990

LOCATION OF POSITION

MDH, Health Services Cost Review Commission
4160 Patterson Avenue
Baltimore, Maryland 21215

Main Purpose of Job

The Maryland Health Services Cost Review Commission, Center for Medical Economics & Data Analytics (MEDA) Team is seeking a Health Data Management Fellow to provide administrative and analytic support related to the management of HSCRC data, including case mix, financial, and claims data from external sources.

The HSCRC staff, for more than 40 years, has been responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness while improving quality of care at Maryland hospitals. In recent years, the HSCRC’s role has been expanded by the implementation of the Total Cost of Care (TCOC) Model, empowering Maryland to provide value-based care for both inpatient and outpatient, Part A and Part B Medicare services.

The Commission is unique in the US because it sets hospital rates for all payers as a result of its waiver from Medicare’s Prospective Payment System. Maryland is the only state in the country with such rate setting authority, and consequently is able to develop and implement cutting-edge policies that have been emulated in other parts of the country.

As alluded to above, the TCOC Model will move beyond hospitals to address patient care across the entire spectrum of care to include post-acute providers, nursing homes, and physicians, with the goal of improving the patient experience and controlling total cost of care. This new Model, if successful, can be instrumental for potential future changes to health care delivery and health payment policies nationally.

The HSCRC is also uniquely positioned to have access to a variety of clinical and financial data, including hospital discharge, Medicaid and Medicare claims, as well as Commercial claims datasets. The HSCRC works closely with the state Health Information Exchange, CRISP, to develop tools and distribute actionable data to providers and other stakeholders that directly impacts patient care.

This fellowship, therefore, represents an opportunity to learn about the vital area of data security and compliance while also learning about the data streams that are fundamental to the TCOC model and to healthcare management more generally.

MAIN DUTIES INCLUDE:

The MEDA Health Data Management fellow will work on various projects related to the management, production, management and distribution of HSCRC data.

Examples of projects to support the MEDA team in the Commission may include, but are not limited to:
  • Support the management of all clinical and financial data including revising specifications for data collection, tracking and processing data requests, and researching and monitoring compliance with state and federal data protection laws and regulations.
  • Preparation and delivery of reports on the TCOC to the Center for Medicare and Medicaid Innovation (who have Federal oversight over the TCOC Model)

The Commission is searching for multiple candidates with diverse policy and technical backgrounds in data management, public health, healthcare finance, project management, and quantitative analysis to assist with these crucial projects. Ideal candidates are high-achieving and proactive top-tier graduates or graduate students in programs with required full-time internships or residencies.

Successful candidates must possess strong Excel skills. Experience using other analytic software, like Tableau or SAS, and an understanding of healthcare claims and/or financial data are desirable but not required. Candidates must demonstrate the ability to effectively communicate and interact with staff, hospitals officials, consultants, and other health care officials.

Fellowships may last for up to two years of contractual, full-time employment with the State of Maryland. Contractual State employees receive healthcare benefits and accrue limited paid leave annually. Fellows will work out of the HSCRC offices at 4160 Patterson Avenue in Baltimore City (or remotely with State-issued resources during the pandemic).

Qualified candidates must possess a masters or actively seeking a master’s degree in Economics, Public Policy, Public Health, Psychology, Healthcare Administration, Information Technology, Mathematics, or a related field.
