Main Purpose of Job

This position oversees the general operations of accountability and evaluation practices for the Juvenile Services Education Program (JSEP) through collection, validation, reporting and analysis of accountability data; Understands key JSEP performance indicators which drives the school system measurement, reporting, and analytics across the system and how those metrics align with overall strategies, goals, and objectives of JSEP; Works closely with the Superintendent to provide leadership for the development and administration of policy, data management, PowerSchool, accountability, instructional support, the GED, and educational transition; Works closely with the superintendent to support/coach educational staff based on the accountability data of the schools and the program; Articulates JSEP data, program, and policy information to school personnel, JSEP Board, parents and community stakeholders.

MINIMUM QUALIFICATIONS

Education: Possession of a Master's Degree or equivalent 36 credit hours of post-baccalaureate course work in Education or Education Administration/Supervision or a Maryland Advanced Professional Teaching Certificate in Secondary Education or Education Administration/Supervision or eligibility for a Maryland Advanced Professional Teaching Certificate.

Experience: Three years of administrative/supervisory experience directly related to the assigned core program area in a correctional education program or in an education program providing services to an institutionalized or disadvantaged population.

SELECTIVE QUALIFICATIONS

One year of experience aligning educational metrics to instruction, strategies and goals.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience with educational administration, curriculum, and staff development

One year of experience implementing the principles and practices in teaching juvenile and/or institutionalized learners

One year of experience working with the educational needs of disadvantaged and special populations

One year of experience implanting procedures and preparation required for attainment of a GED in a correctional facility

One year of experience understanding best practices for the educational transitioning of youth in a juvenile facility

One year of experience successfully working with community partners for the benefit of youth in a correctional facility

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595. Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 (60) levels:

Credits must be beyond the education level held at the time of the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
