Introduction

The Interagency Commission on School Construction (IAC) has a position available for an Executive Director. The Commission is an independent statutory body composed of nine members, including: the State Superintendent of schools, the Secretary of the Department of General Services, the Secretary of the Maryland Department of Planning, two public members appointed by the Governor, two public members appointed by the President of the Senate, and two public members appointed by the Speaker of the House of Representatives.

This is an Executive Appointment position which serves at the will of the IAC.

Main Purpose of Job

This position serves as Executive Director to the IAC. The Executive Director leads strategic planning and policy development, high-level legislative communication, and stakeholder engagement on behalf of the IAC. The Executive Director directs IAC efforts, leveraging State funding to promote innovative local solutions and ensure a safe, healthy, and educationally sufficient learning environment for every public school student in Maryland. The position is responsible for the investment of more than $1 billion in State school construction funding annually, which is leveraged by 24 Local Education Agencies (LEAs) and County governments and ultimately results in more than $4 billion per year in State and local funding that is subject to review and approval by the Commission. This position leads and develops best practices for the planning, design, construction, and maintenance of Maryland’s school facility portfolio with an asset value exceeding $57 billion. The Executive Director implements programs and processes to efficiently and effectively meet stakeholder expectations and the needs of almost 1 million school children. The Executive Director drives technical support to 24 LEAs and the Maryland School for the Blind, including management and oversight of the State’s first comparable assessment of the physical condition and educational sufficiency of each of the State’s approximately 1,400 school facilities.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s Degree in at least one of the following: architecture, engineering, planning, public administration, business management, law. Candidates may substitute possession of a Bachelor’s Degree, plus professional registration as either an architect or engineer or extensive experience in an equivalent facility, planning, administration, or legal field.

Experience: Five years progressively responsible experience in one of the following fields: architecture, engineering, educational facilities planning/management, or equivalent experience in related fields of public policy, with responsibility for the management of an organization, including the development and management of organizational budgets.

Note: Candidates may substitute comparable experience that demonstrates knowledge of facility planning, design, community planning, or organizational management, such as management of a government agency, business, or nonprofit organization, on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED QUALIFICATIONS: (Not required for consideration.)
Familiarity with design and operations of public school facilities, as well as the educational, operational, staffing, and capital constraints experienced by local school systems;
Possession of additional education and certification in fields such as mechanical maintenance or construction, electrical maintenance or construction, code compliance, fire safety, and/or similar fields in the facility building and maintenance industry;
Knowledge of capital planning, project management and building maintenance techniques;
Familiarity with the Maryland legislative process and the operations of Maryland State government;
Experience with community interaction;
Familiarity with the unique challenges of urban and rural educational systems;
Demonstrated experience writing documents that include observations, evaluations or analysis to explain or advance an overall objective of an organization; 
Competent working knowledge of Microsoft suite applications;
Excellent verbal and written communication skills, including mastery of grammar and spelling and the ability to develop professionally written formal reports;
Demonstrated ability to work collaboratively with a wide range of stakeholders, and to be able to build consensus.
