Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

GRADE

Outreach Staffer I (grade 13): Starting Range $40,166/yr - $44,714/yr, with potential progression to $64,782/yr 

Outreach Staffer II (grade 14): Starting Range $42,717/yr - $52,104/yr, with potential progression to $69,134/yr 

Outreach Staffer III (grade 15): Starting Range  $45,439/yr -$58,704/yr with potential progression to $73,770/yr

POSITION DUTIES

The MIA’s Consumer Education and Advocacy Unit (CEAU) is recruiting for the position of Outreach Staffer I, II, or III.  This position is responsible for attending and staffing outreach events that includes many evenings and weekends; assisting with the operation of the CEAU Rapid Response Program; and handling disaster response for those insured in the State of Maryland.  In addition, this position is expected to be proficient in all lines of insurance, insurance laws and regulations and will provide related information to consumers; and assist in identifying outreach opportunities, scheduling events, and networking with potential agency partners. This position will create and produce videos for use on the MIA website, create content for social media and develop ways to improve the MIA’s social media presence.  Possession of a vehicle and valid driver’s license is required for extensive in-state travel.  This position involves special physical demands such as the ability to lift 50 plus pounds, climb ladders, lift and set up supplies and exhibits.

MINIMUM QUALIFICATIONS

Outreach Staffer I

Education:  Completion of 60 credit hours at an accredited college or university.

Experience:  Six months of experience performing marketing or outreach related functions.

Note:

1. A high school diploma or GED, and two years of experience in the insurance industry as an agent, customer service representative, claims adjuster, underwriter, or related experience may substitute for the minimum requirements.  

2. A high school diploma or GED and two years and six months of experience performing marketing or outreach related functions may substitute for the minimum requirements.  

3. A high school diploma or GED, and two years of experience working at the Maryland Insurance Administration in a position that requires knowledge, understanding, and interpretation of Maryland insurance laws may substitute for the minimum requirements.

Outreach Staffer II

Education:  Completion of 60 credit hours at an accredited college or university.

Experience:  One year of experience as an Outreach Staffer I.

Note:  

1. A high school diploma or GED and three years of experience in the insurance industry as an agent, customer service representative, claims adjuster, underwriter, or related experience may substitute for the minimum requirements.  

2. A high school diploma or GED and three years of experience performing marketing or outreach related functions may substitute for the minimum requirements.  

3. A high school diploma or GED and three years of experience working at the Maryland Insurance Administration in a position that requires knowledge, understanding, and interpretation of Maryland insurance laws may substitute for the minimum requirements.

Outreach Staffer III

Education:  Completion of 60 credit hours at an accredited college or university.

Experience:  One year of experience as an Outreach Staffer II.

Note:  

1. A high School diploma or GED, and four years of experience in the insurance industry as an agent, customer service representative, claims adjuster, underwriter, or related experience may substitute for the minimum requirements.  

2. A high School diploma or GED and four years of experience performing marketing or outreach related functions may substitute for the minimum requirements.  

3. A high School diploma or GED and four years of experience working at the Maryland Insurance Administration in a position that requires knowledge, understanding, and interpretation of Maryland insurance laws may substitute for the minimum requirements.

SELECTIVE QUALIFICATIONS

Experience using electronic devices and software applications to create videos for social media posts.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification are required to travel to complete work and should possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees are required to be available to work weekends and evenings as required.  Employees are required to be available for disaster response calls and report to the designated location.
