Introduction

This is an agency specific recruitment for the Maryland Department of Natural Resources, Natural Resources Police. This is a promotional recruitment and is open to current Natural Resources Police Lieutenants only. The resulting eligible list will be used to fill vacancies within the Natural Resources Police throughout the State of Maryland. Applicants certified to this list will remain eligible for these positions for at least one year.

Main Purpose of Job

To supervise, manage and administer an effective Natural Resources Police law enforcement program on a Division/Regional basis.

POSITION DUTIES

A Natural Resources Police Captain is one of four managerial levels of law enforcement work in the Department of Natural Resources (DNR) enforcing State and federal laws and departmental rules and regulations as the apply to conservation, boating, DNR managed lands, criminal, civil and traffic violations. Employees in this classification have total responsibility for law enforcement operations in an assigned region/division. Employees in this classification directly supervise Natural Resources Police Lieutenants and through them indirectly supervise other natural resources police officers.

MINIMUM QUALIFICATIONS

Education: High School diploma or G.E.D. certificate acceptable to the Maryland Board of Education as described in the Maryland Police and Correctional Training Commission regulation.

Experience: One year of managerial experience as a commissioned natural resources law enforcement officer.

1. The above education requirement is set by the Maryland Police and Correctional Training Commission in accordance with the Annotated Code of Maryland, Public Safety Article, Section 3-207.

2. Experience defined above must have been certified by the Maryland Police and Correctional Training Commission.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Employees in this classification must possess police officer certification as required by the Maryland Police and Correctional Training Commission at the time of application.

2.Employees in this classification will be assigned duties which require the operation of a motor vehicle and will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Selection standards for police officer certification are established by the Maryland Police and Correctional Training Commission in accordance with the Public Safety Article, Section 3-207. These selection criteria are listed in detail in the Code of Maryland Regulations 12.04.01.04 and include the following: U.S. Citizenship Must be at least 21 years of age A completed background investigation, including a check of criminal history Oral interview and truth verification device testing Physical and psychological examination following offer of employment.

2. Employees are subject to call-in 24-hours a day and, therefore, will be required to provide the employer with a phone number where they can be reached. 

3. Employees in this classification will be required to bear firearms and to demonstrate practical knowledge and proficiency inthe safe use and care of firearms on a periodic basis.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations17.04.09, Testing for Illegal Use of Drugs.

5. Employees in this classification are subject to assignment in any area of the state.

SELECTION PROCESS

Those who do not demonstrate that they meet the minimum qualifications on their application will not be permitted to compete for this position. If you are scheduled to complete an educational or licensing requirement within six months of the closing date of this announcement, you may participate in the examination process. 

Permanent Maryland State employees may also complete necessary experience requirements within six months of the date of the closing date of this announcement. However, affected candidates will appear in pending status on the eligible list until documentation has been received to ensure educational and/or experience requirements have been met. 

The examination will consist of the following components: Structured Oral Interview 

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for a period of at least one year.

EXAMINATION PROCESS

Eligible candidates will be required to participate in a structured oral interview, which could include any information pertaining to general leadership, agency mission statement, core-values or agency policy and procedure. These interviews are tentatively scheduled to occur in the month of September, at Headquarters. Specific dates and times of interviews will be announced after the list of eligible candidates has been established. There will be no make-up opportunity for this portion of the promotional examination.
