Introduction

The Public Service Commission (PSC or Commission) regulates public utilities and certain passenger transportation companies doing business in Maryland. The Commission regulates gas, electric, telephone, water, and sewage disposal companies. Also subject to the jurisdiction of the Commission are electricity suppliers, fees for pilotage services to vessels, construction of a generating station and certain common carriers engaged in the transportation for hire of persons. The PSC’s jurisdiction extends to taxicabs operating in the City of Baltimore, Baltimore County, Cumberland, and Hagerstown.

The Climate Policy and Impact Analyst position estimates the environmental impact of all proceedings before the Public Service Commission including, but not limited to Rate Cases, CPCN filings, and EmPOWER Maryland.

Main Purpose of Job

The Climate Specialist estimates the environmental impact of all proceedings before the Public Service Commission including, but not limited to Rate Cases, CPCN filings, and EmPOWER Maryland.

POSITION DUTIES

  • Sponsor expert testimony, comments or reports and provide bucksheet and other comments and reports the climate impact for proceedings before the Public Service Commission. 
  • Develop economic models and cost benefit analysis.
  • Develop economic models and conduct cost benefit analysis in support of Staff recommendations to the Commission in regards to climate impacts in support of the State’s climate policies.
  • Support or direct work group activities including chairing and organizing meetings, reviewing and initiating relevant filings, answering inquiries from interested parties.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree in environmental economics, environmental science, environmental engineering, climate science or climatology, meteorology, atmospheric science, public health, ecology and conservation, geography, journalism, education, business, or political science.

Experience: Five (5) years of experience with a public service commission, other governmental agencies, consulting organizations, regulated enterprise, or Non-Governmental Organizations (NGO) performing climate change impact analysis.

Notes:

1. Candidates may substitute a master’s degree in environmental economics, environmental science, environmental engineering, climate science or climatology, meteorology, atmospheric science, public health, ecology and conservation, geography, journalism, education, business, or political science for two years of the required experience.

2. Candidates may substitute experience on a year-to-year basis in climate change analysis or policy, environmental policy, energy policy, economic or econometrically based climate analysis up to four (4) years of the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in any of the field areas noted in the education section.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

Experience in the areas of climate change impact and analysis.

Degree or experience in environmental policy, economics or statistics.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
