Main Purpose of Job

This position will lead fiscal, procurement, administrative, and internal operations for the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Infectious Disease Epidemiology and Outbreak Response Bureau (IDEORB). This position will provide support to the Director, the Deputy Director, and the seven Center Chiefs.

This position will be responsible for developing and implementing systems and processes to efficiently monitor financial and procurement operations, including cooperative agreements, awards to Local Health Departments (LHDs), and grants and contracts. Such operations will be monitored in order to ensure that all federal and State requirements are met, as well as to ensure that expenses are continually monitored and that procurements and grants, along with all required supporting documentation to sub-recipients, are prepared and executed on time. Furthermore, this position will be responsible for promptly informing both the Director and the Deputy Director of the Bureau of any and all issues or potential problems. 

Finally, this position will serve as a technical advisor to the Bureau’s seven Center Chiefs, as well as to the three Agency Grants Specialists, in regards to current MDH and PHPA operational policies and procedures; contract monitoring requirements; and budgetary and expenditure reviews and processes. This position will also provide technical advise on standard grant agreements; large and small procurements; fund certs; the use of corporate credit cards; and/or other operational matters, as identified.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and six (6) years of professional health or human services experience, including at least three (3) years of supervisory or managerial experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience managing projects and performances. The desired candidate should also have experience with fiscal management, as well as experience with grant development and administration.

This is a Management Service position and serves at the pleasure of the Appointing Authority. A resume must accompany your application.
