MDH/Prevention and Health Promotion Administration, Infectious Disease Bureau/Center for HIV Prevention and Health Services, Baltimore, Maryland

Main Purpose of Job

The Infectious Disease Bureau (IDB), within the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA), is dedicated to improving the health of Marylanders by reducing the transmission of infectious diseases; helping impacted people live longer and healthier lives; and, protecting individuals and communities from environmental health hazards. The Center for HIV Prevention and Health Services is a unit of the Bureau that provides essential programs and services to people living with, affected by, or at risk of HIV disease. Major service programs of this Center include: the HOPWA Program; Ryan White Parts B, CDC Cooperative Agreement for HIV Prevention; and, the Minority AIDS Initiative.

This position will manage the fiscal and programmatic compliance by monitoring activities which support the work of the Center for HIV Prevention and Health Services. This position will also make recommendations for changes to policies and procedures which incorporate best practices, generally accepted accounting principles, funder guidelines, and Office of Management and Budget circulars.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring, or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring, or budget preparation, presentation and execution, for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in Accounting; Business Administration; Economics; Finance; Political Science; or, Public Administration, at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience tracking, monitoring and approving sub-grantee expenditures to meet federal grants management standards with reasonable and allocable costs. The desired candidate should also have experience analyzing and reviewing federal grant applications and award budgets.
