Main Purpose of Job

Assist in the preparation of grant fiscal reports, grant budget narratives, and act as the Financial Point of Contact for grants managed by the Maryland State Police (MSP) Grants Management Section. Manage all grant related fiscal information in the Financial Management Information System (FMIS) to include reviewing expenditures, inputting data into the FMIS system, tracking grant modifications, and preparing financial grant reports.

POSITION DUTIES

Duties include but are not limited to:

Act as the Financial Point of Contact for all grant programs assigned to the MSP Grants Management Section;

Complete fiscal reports due to grantors within the established due dates;

Manage the FMIS for all grants assigned to Grants Management Section to include:  inputting data, reviewing invoices and expenditures;

Track revenue in the FMIS to determine proper grant coding in accordance with Grants Management Section guidelines;

Prepare financial documentation to include purchase orders, time sheets, invoices, etc.;

Performs other related duties.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following:

  • Proficient knowledge of FMIS
  • Proficient knowledge of Excel

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.
