Introduction

MDEM is looking for two diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work by supporting MDEM's finance and grants unit.  

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12 hour shifts extended periods of time in support of 24 hour consequence management activities.

MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources "to shape a resilient Maryland where communities thrive." We do this by being Maryland's designated source of official risk reduction and consequence management information.

Main Purpose of Job

The Grant Administrator (NSGP - East & West) executes the day-to-day operations and ensures the health of a portion of the Non-Profit Security Grant Program (NSGP) totaling over $20 million. This encompasses all pre- and post-award processes as well as all relevant initiation, planning, execution, monitoring/controlling, and closing activities across the full-lifecycle of an NSGP grant award for the “East & West portfolio” (i.e., Area of Responsibility - AOR). Specifically, this includes, but is not limited to: interfacing with subrecipients to resolve and adjudicate a variety of grant-administration-specific issues; preparing and submitting documentation in state financial/grant and federal financial/grant systems; utilizing Google Suite products to monitor and control grant subrecipients; coordinating and facilitating the development of grant applications; answering a variety of internal/external grant-specific RFIs; developing standardized and ad hoc reports; achieving and maintaining a mastery-level understanding of federal and state statutes, regulations, guidance documents, and other grant documentation as it relates to NSGP; supporting the execution of monitoring visits; supporting the development and delivery of program-specific trainings; collaborating with the MDEM EHP Specialist; and attending events that support the longevity and efficacy of NSGP in Maryland. The Grant Administrator (NSGP - East & West) will work with a corresponding grant administrator (i.e., Grant Administrator (NSGP - East & West), each managing the subrecipients within their AOR, collectively managing the entire program. The Grant Administrator (NSGP - East & West) serves as the primary advisory for the NSGP & NCR Grant Supervisor as it relates to projects within their AOR.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Three years of experience in utilizing Google Suite products to monitor and control grant subrecipients.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
