Introduction
The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work.
MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the Department of State government with the primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.
NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job
NOTE: Position will be required to
work in an emergency/disaster capacity according to assignment within the State
Emergency Operations Structure (SEOC) and according to the Consequence Management
Operations Plan (CMOP). This may involve working 12-hour shifts for extended
periods of time in support of 24-hour consequence management activities.
The Maryland Department of
Emergency Management (MDEM) is the Department of State government with primary
responsibility and authority for emergency preparedness policy and for coordinating
hazard mitigation, incident response, and disaster recovery. MDEM works to
ensure that all Marylanders are prepared, and Maryland is continually
increasing its resiliency. MDEM’s work is, in large part, federally funded and
project oriented. Ensuring comprehensive project and program management support
for all relevant stakeholders is critical to ensure MDEM’s priorities are effectively
and efficiently achieved.
This position resides within the
Mission Support Directorate, Program Management Office, Grants Administration
Branch and reports to the Grants Administration Branch Manager. The Special Projects
Grant Administrator for TVTP, RCPGP, EOCGP supports the execution of daily activities
necessary to administer the Targeted Violence and Terrorism Prevention (TVTP)
Grant, the Regional Catastrophic Planning Grant Program (RCPGP), and the
Emergency Operations Center Grant Program (EOCGP). Collectively, these grants
total over $10mil. This encompasses all pre- and post-award processes as well
as all relevant initiation, planning, execution, monitoring/controlling, and
closing activities across the full lifecycle of the TVTP, RCPGP, and EOCGP
awards. Specifically, this includes, but is not limited to: interfacing with
subrecipients to resolve and adjudicate a variety of grant-administration-specific
issues; preparing and submitting documentation in state financial/grant and
federal financial/grant systems; utilizing Google Suite products to monitor and
control grant subrecipients; coordinating and facilitating the development of
grant applications; answering a variety of internal/external grant-specific Request for information (RFI); developing standardized and ad hoc reports; achieving and maintaining a
mastery-level understanding of federal and state statutes, regulations,
guidance documents, and other grant documentation as it relates to TVTP, RCPGP,
and EOCGP; supporting the execution of monitoring visits; supporting the
development and delivery of program-specific trainings; collaborating with the
MDEM EHP Specialist; and attending events that support the longevity and
efficacy of TVTP, RCPGP, and EOCGP in Maryland. The Special Projects Grant Administrator for TVTP, RCPGP, EOCGP serves as the primary advisor to the Grants Administration
Branch Manager (GABM) as it relates to TVTP, RCPGP, and EOCGP grant
administration.

POSITION DUTIES
Emergency and disaster prevention, response, and recovery operations as needed and/or assigned by Department Secretary, Deputy, Directors, or Consequence Management personnel. Employee is expected to staff the State Emergency Operations Center (SEOC) upon activation for real-world emergency/disaster incidents and exercises. Employee will attend training and retain competencies to be appropriately prepared for SEOC staffing needs including all levels of the National Incident Management System’s Incident Command System (NIMS/ICS) and WebEOC, which the SEOC utilizes. Employee supports SEOC activations, which may involve extended work hours, as well as extraordinary stress levels, given that a disaster event would occur requiring SEOC activation. Employee is expected to perform command and supervisory functions for incident management needs with competence and reliability under the NIMS/ICS. Employee may be required to report to an alternate location to perform SEOC duties, in the event of a COOP Plan activation.
Execute the day-to-day operations of TVTP, RCPGP, and EOCGP
as it relates to grant administration actions.
- Supporting the Grants Administration Branch Manager (GABM) in the year-over-year development of related application
- Achieving and maintaining a mastery-level understanding of federal and state statutes, regulations, guidance documents, and other grant documentation as it relates to TVTP, RCPGP, and EOCGP (e.g., NOFO, FEMA IBs, Grants Preparedness Manual, 2CFR200)
- Providing technical assistance for subrecipients to resolve and adjudicate programmatic and/or financial issues stemming from grant subaward administration
- Preparing and submitting documentation in FMIS, GMS, NDGrants, and other state/federal grant and financial systems
- Tracking and processing all reimbursement submissions and providing status updates to the GABM
- Utilizing various internal Google Suite tools to monitor and control the programmatic and financial status of grant subrecipients
- Supporting the GABM in the development of standardized and ad hoc reports as it relates to TVTP, RCPGP, and EOCGP
- Supporting the GABM in the execution of monitoring visits and the development of all supporting materials
- Supporting the GABM in the identification of inefficient processes and recommendations for improvement
- As directed by the GABM, engaging in conversations with FEMA as it relates to projects within the position’s area of responsibility
- As directed by the GABM, support the MDEM Grants Training and Development Specialist in the identification of training needs and the development of training material, both for MDEM staff and subrecipients
- As directed by the GABM, support the development of new applications for novel grants
- Supporting the EHP Specialist with all documentation related to EHP actions necessary for successful implementation of TVTP, RCPGP, and/or EOCGP projects
- Attending/participating/leading various trainings, events, and functions that are increase the efficacy of TVTP, RCPGP, and/or EOCGP
- Appropriately elevating issues to the GABM
- Supporting the development of MDEM Project Management Plans as directed by the GABM
- Participating in appropriate working groups, committees, meetings, and/or forums, that may be internal or external, to MDEM, as directed by the GABM
Identify higher-level PMO process gaps and/or
inefficiencies related to position workflow, elevate appropriately to the GABM,
and develop potential solutions for identified gaps and/or inefficiencies.
Assist with other programs and projects as directed by the
GABM, CPMO, or the Mission Support Director.
Support any and all other Department statewide activities
and/or Maryland’s strategic goals and objectives for homeland security as directed
by the MDEM Secretary, MDEM Deputy Executive Director, and/or Mission Support
Director
MINIMUM QUALIFICATIONS
Experience: Seven years of experience in grant evaluation and
monitoring or budget preparation, presentation, and execution.
Notes:
1. Candidates may substitute the possession of a bachelor’s degree
from an accredited college or university and three years of experience in grant
evaluation and monitoring or budget preparation, presentation, and execution
for the required experience.
2. Candidates may substitute graduate education from an accredited
college or university in accounting, business administration, economics,
finance, political science, or public administration at a rate of 30
credit hours for five years of the required experience.
3. Candidates may substitute U.S. Armed Forces military
service experience as a commissioned officer in the Budget Officer
classifications or Financial Management specialty codes in the Budgeting field
of work on a year-for-year basis for the required experience.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
