This position reports directly to the Special Assistant in the Division of Policy, Strategy and Research, while providing support to the entire Department.  This position serves as the Department's facilitator of all competitive grant applications that the Department pursues.  This position supports subject matter experts with the non-technical Components of grant application packages, while also alerting relevant divisions to new opportunities.  The Coordinator will review competitive applications for form and conduct a compliance check before submission.  The Coordinator will write relevant sections of applications of application narratives, in conjunction with subject matters.  The Coordinator will also facilitate the development of criteria for deciding with grant opportunities to pursue, and the Coordinator will also work with relevant divisions to identify needs and gaps to help inform grantseeking process and prioritization of opportunities.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Grants Coordinator shall serve as the Department’s facilitator of all competitive grant applications that the Department pursues. This position will support subject matter experts with the non-technical components of application packages, while also alerting relevant divisions to new opportunities. The Coordinator will review competitive applications for form and conduct a compliance check before submission. The Coordinator will write relevant sections of application narratives, in conjunction with subject matter experts. The Coordinator will also facilitate the development of criteria for deciding which grant opportunities to pursue, and the Coordinator will also work with relevant divisions to identify needs and gaps to help inform the grantseeking process and prioritization of opportunities.

MINIMUM QUALIFICATIONS

Experience: 

Seven years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • A bachelor’s degree in the humanities, social sciences, public policy, public administration, or a related field 
  • At least one year of grant or other technical writing experience 
  • At least two years of general professional experience 
  • Experience managing programs or budgets over $100,000 
  • Experience working within local, state, or federal government

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
