The Water and Science Administration, Water Supply Program, Source Protection and Water Appropriation Division is recruiting for a Geologist III. This is a position specific recruitment for the Maryland Department of the Environment (MDE).  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year. POSITION DUTIES

The main purpose of this position is to ensure the protection of the States' water resources through Water Appropriation and Use permitting. The Geologist III is responsible for implementing the water appropriation and use laws and regulations by establishing ground and surface water testing criteria, providing oversight during the testing process, technical review, and analysis of test results, determining the extent of impacts of the proposed use on the resource and other users of the resource, and preparing appropriation and use permits. In addition, this position conducts geologic investigations of groundwater sources for public drinking water systems to assess their vulnerability contamination and to assist water suppliers in protecting sources of supply.  The incumbent will be required to travel to field locations for data collection, well inspections, hydrogeological testing, and inspections of streams and water supplies under adverse weather conditions (i.e., rainstorms, snow).

The work involves working in uncomfortable or unpleasant confined spaces and field locations may be rough, rocky, wooded, or may have wet terrain. When accessing wells, the incumbent may be required to remove and shift concrete lids, climb ladders, and take stairs to access treatment and/or storage. Some field locations may involve exposure to hazardous conditions such as chemical and electrical and surfaces can be slippery. When working in the field, the incumbent may be required to wear protective gear such as, hard hat, gloves, safety glasses, safety shoes, and insect repellent, etc.

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: Three years of experience performing professional geological work.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science for the required education and one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:
•Experience in water supply development; 
•Experience in well construction; 
•Experience in groundwater monitoring; 
•Experience water demand analysis; 
•Experience in groundwater modeling; 
•Experience in water resource evaluation and preparing or reviewing hydrogeological investigation reports; •Experience in conducting an aquifer test;
•GIS experience (ArcMap);
•Technical writing skills;
•Familiar with Maryland’s laws or regulations concerning water appropriation and use;
•Familiar with Safe Drinking Water Act requirements for public water systems;
•Familiar with wellhead protection concepts; 
•Proficient with Microsoft Office Word, Excel, Access, and PowerPoint; or,
•Familiar with the Geology of Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Depending on the assigned essential functions of the work, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration Website.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.
