Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Contribution Tax Auditor I with the functioning title of an Accountant. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

This position is the trainee level of work performing audits and investigations that include examining and analyzing the payroll and business records of employers. The audits and investigations are conducted to determine or confirm liability under Unemployment Insurance Law in accordance with federal Tax Performance Standards and Field Investigation and Audit Unit policies in the Department of Labor's Unemployment Insurance Contribution Division, generally accepted auditing standards, and practices, governmental auditing standards and practices, and generally accepted accounting principles. The audits are performed independently or as a member of an audit team.

POSITION DUTIES

The duties of the position involve performing unemployment insurance audits, handling delinquent accounts, and performing other duties relating to the employer's liability for unemployment insurance taxes. Training will be provided. Candidates should be able to travel in the assigned territory.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in accounting from an accredited college or university or a Bachelor’s degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: None.

Notes:

1. Applicants, who had met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the education requirement.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

1. Employees in this classification are required to travel to multiple locations within their assigned territory.

2. Employees in this classification are provided and required to use a laptop computer.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

FURTHER INSTRUCTIONS

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
