Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional IV. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

This position is part of the team that provides support for the Maryland Unemployment Insurance system- BEACON. This modernized unemployment system incorporates benefits, tax and appeals and was put into production in September 2020 and replaced the antiquated legacy system MABS. Contact with project managers, field staff, special programs staff, directors, and administrators is required. The overall purpose of the team is to identify, correct and ensure that the system follows the business rules and functionality as designed. In addition, this position is in daily contact with the consortium vendor and the project management office to review defects and changes. The position acts as a Subject Matter Expert (SME) for BEACON to other agency staff. The BEACON Junior Business Analyst (BA) for the BEACON project is responsible for the review and assessment of current requirements of the UI Benefits system. The position verifies that UI functions are operating as developed within the new UI system. The BA is also responsible for understanding the integration points between benefits, tax and appeals. The position requires a functional knowledge of the requirements of the BEACON system. This is a key position and critical for the continued success and implementation of the BEACON system. The BA ensures the system is operating as designed and identifies potential changes as required in order to fit the needs of the users, including agency staff, claimants and employers. Daily use of Sharepoint and Neotrack is required.

POSITION DUTIES

The BEACON support staff member performs the following functions:
• Attends BEACON support team to management in meetings with the vendor and managers and key staff members
• Requires an in-depth knowledge of subject matters including the functions of benefits, tax and appeals to enable proper workflow definitions
• Comprehensively understands of a functionality problem, identifies, analysis and able to resolve issues.
• Documents, recommends, and makes process configuration changes to operating functions within BEACON.
• Reviews and assesses current system to assure all requirements are organized, evaluated, and ensuring the system is working effectively.
• Assists formulating plans, procedures, and controls in a program or service area.
• Maintains, and retrieves data from computer systems, including using Sharepoint for document updates and review
• Recognizes and provides feedback when errors and inconsistencies could lead to serious consequences for the Unemployment Insurance program
• Verifies thought existing documentation BEACON’s compliance with all Maryland UI laws, policies, and procedures
• Is responsible for working with the vendor to design, test and implement any new BEACON system changes or
alterations within the integrated system of benefits, tax and appeals
• Participates in frequent meetings with UI Management Staff to provide updates on progress of UI Modernization plan
• Examines and evaluates administrative, technical and business practice
• Monitors system performance from the functional perspective

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigations program OR Seven years of experience in administrative staff or professional staff work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or an insurance claims processing and fraud investigations program OR three years of experience in administrative staff or professional staff work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1. Experience in Maryland Unemployment's Tax or Benefits divisions
2. Experience as a Beacon System User
3. Able to write clear, concise and comprehensive documentation

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of

Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
