Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional VII. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The primary objective of this role is to conduct business audits in Maryland to verify their adherence to the Maryland Unemployment Insurance Law.

POSITION DUTIES

· Ensure that the employees are assisting UI Legal Officers in any and all administrative capacity to enable the attorneys to successfully represent UI in U.S. Bankruptcy Courts, State District, and Circuit Courts and in Administrative agency hearings in order to collect funds due to the State Unemployment Insurance Fund from both employers and claimants including, but not limited to, providing quality control for evidence and other documents gathered by staff. 

· Ensure that the employees are Assisting UI Legal Officers in any and all administrative capacity with the issuance and/or enforcement of subpoenas issued by MDOL. Also assists the attorneys with the preparation of a response, if any, to MPIA subpoena requests received by the agency including printing/scanning/emailing screen are captured. 

· Ensure that the employees are Assisting UI Legal Officers in any and all administrative capacity with the drafting of updated Memorandum of Understanding (MOU) regarding data sharing agreements between other government agencies, including contacting outside agency liaisons to request relevant information/data. This position does supervise lower level staff.

MINIMUM QUALIFICATIONS

Experience: Ten years or nine years of experience, six years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigation program OR five years of experience in administrative staff or professional staff work. (Two years of this experience must have involved one or more of the following: the supervision of other employees, applying rules and regulations, or exercising responsibility for the development of policies or procedures) and an additional four years of experience in a public or private agency related to rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigation program.

Notes:

1. Candidates may substitute an additional six years of experience in administrative staff or professional staff work for the four additional years of experience. One year of this experience must have involved one or more of the following: the supervision of other employees, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and six years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigation program OR five years of experience in administrative staff or professional staff work. (Two years of this experience must have involved one or more of the following: the supervision of other employees, applying rules and regulations, or exercising responsibility for the development of policies or procedures) for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  •  Proficient with Microsoft and Google software
  •  3 years of supervisor experience
  •  2 years’ experience in legal tax collections

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of

Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
