Main Purpose of Job

The Assignments and Payroll Election Program Specialist I for the Anne Arundel County Board of Elections is responsible for managing the hiring, training, compensation, and retention of approximately 3,000 Election Judges to service the 195 Election Day Polling Places and ten (10) Early Voting locations for approximately 410,000 registered voters in compliance with Federal, State, and Local statutes during an election time-frame. The employee is to provide the full performance level of administrative support work related to both the Election Worker Division and the office as a whole which involves thorough knowledge of election laws, rules, and procedures. This entails working in technical areas and performing administrative functions not involving policy decisions, but requiring a thorough knowledge of the specific functions performed. The employee plans and conducts analyses of Election Worker staffing retention and turnover trends, and provides program reporting to the Director and/or Deputy Director. The employee leads Office Associates to complete all tasks in an accurate and efficient manner and may have additional administrative responsibilities related to the entire office operation.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience applying election laws, rules and procedures in a local election office.

Notes:

1.  Candidates may substitute one year of specialized clerical, data processing, technical or administrative experience for each six months of the required experience applying election laws, rules and procedures in a local election office. Specialized clerical, data processing, technical or administrative experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. Candidates may substitute two years of general clerical, data processing, technical or administrative experience for each six months of the required experience applying election laws, rules and procedures in a local election office.  General clerical, data processing, technical or administrative experience is defined as work performing a variety of duties which are clear-cut and typically found in office settings, such as filing, copying, inputting data, general computer skills, and directing telephone calls.

3. Candidates may substitute thirty credit hours from an accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Staffing assignment and retention experience.

2. Experience coordinating payroll and compensation records in the private or public sector.

3. Work experience in administrative support roles.

4. Effective communication skills.

5. Experience applying Maryland Election law and regulations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.  

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with Election Law Article, Section 2-207(d), Annotated Code of Maryland.

2. Employees in this classification may not hold any public office or party office or be a candidate for public or party office or take an active part in political management or political campaigns in accordance with Election Law Article, Section 2-301(b).
