Main Purpose of Job

The Election Director supervises and performs all responsibilities in a timely manner in accordance with the Registration and Election Laws of Maryland, the Maryland Constitution, miscellaneous Maryland laws, and the Code of Maryland Regulations – Title 33 & Title 14 as well as rules, regulations and administrative directives disseminated by the Maryland State Board of Elections, to ensure that every citizen is afforded the opportunity to exercise their constitutional right to vote and guarantee the efficiency, accuracy and candor of all elections held within the Director’s jurisdiction.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience applying federal, state, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election, and an additional four years of supervisory or management experience.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of supervisory experience or project management experience for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for four of the eight years of required experience applying federal, state, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

•Experience conducting elections to include: voter registration; implementation of mail-in voting, provisional voting and same day registration; candidate filing and ballot preparation; voting system testing, allocation and site delivery; acquisition of polling places for early voting and election day; redistricting and consolidation of precincts; preparing and managing all canvass activities; and recruitment and training of election judges. 

•Experience supervising individuals and groups and conducting interviews and performance evaluations.

•Experience conducting meetings, communicating with media outlets and making presentations to diverse individuals and agencies. 

•Experience reviewing, tracking and applying federal, state, and local laws and analyzing its potential impact on current policies and procedures. 

•Experience preparing, developing, and administering a financial budget for a department, agency or company.

•Experience preparing materials and training adults in a classroom setting.

•Experience using Microsoft applications to include: Microsoft Word, Excel and PowerPoint to create spreadsheets, analyze data and make presentations. 

•Willingness to participate in continuing education opportunities offered through the State or outside organizations to keep abreast of current trends and technical advances in equipment and data tracking systems in order to more efficiently direct the conduct of elections. 


LIMITATIONS ON SELECTION

This position is limited to current Board of Elections Elections employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require travel. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207 (d), Annotated Code of Maryland.

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
