POSITION DUTIES

Program Coordinator
Under the general supervision of the Assistant Director of The Emergency Food Programs and Special Projects (EFP/SP) within the Family Investment Administration (FIA), the Human Services Program Planning Administrator will be responsible for writing scopes of work and Request for Proposals, constructing contract packages, and evaluating grant applications to determine fitness and vendor’s capacity to deliver high quality services to FIA. The person in this position will work closely with other DHS units and other State agencies in support of better collaboration and innovation in Emergency Food Programs and Special Projects. The Human Services Program Administrator will provide skilled support, consultation, information, guidance, interpretation and technical assistance to EFP/SPF. He or she will provide manage relationship with vendors and other stakeholders., review vendor proposals, provide technical assistance and training to grantees, conduct contract monitoring reviews, write monitoring reports and review Corrective Action Plans (CAPs), manage budgets, review and process invoices, coordinate agency audit reviews, and develop Standard Operation Procedures. 

Contract Manager
Under the general supervision of the Assistant Director for the Emergency Food Programs & Special Projects in the Office of Nutrition Assistance Programs within the Family Investment Administration, the incumbent hereafter referred to as the Contract Manager will serve as the primary point of contact between the Family Investment Administration (FIA) and its vendors. The Contract Manager will plan, schedule, coordinate, and execute monitoring visits to FIA vendors, and write monitoring reports. She or he will promote the work of FIA through frequent contact with vendors, sister state agencies, county and municipal government officials, Local Departments of Social Services (LDSSs). The manager will implement rules, regulations, standards and controls for carrying out the work of the assigned program. The Manager will assist in the development of program brochures and other outreach material. In consultation with the Assistant Director, the Contract Manager will develop scopes of work and extensively contribute to the development of Request for Proposal documents. She or he is responsible for evaluating grant applications to determine fitness and vendor’s capacity to deliver high quality services to FIA. The incumbent is also responsible for fostering positive communication and working relationship with all FIA stakeholders. The tasks performed by the incumbent will involve travel to vendor work sites and other designated service programs; written and verbal reporting; and coordination of partner meetings.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

One year experience monitoring contracts to ensure vendor's cooperation and compliance with contract specifications.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year experience administering programs designed to address food insecurity (child nutrition program, food distribution program, nutrition program for seniors) 
One year experience providing training or technical assistance to others including employees, stakeholders, or partners. 
One year experience developing program budgets. 
Bachelor's degree from an accredited college or university in Business, Business Administration, Public Administration or similar closely-related major.
