Main Purpose of Job

Functions as an assistant manager by assisting in the administration of the direct delivery of services for Baltimore Works teams and other income support programs. Ensures Baltimore City does not have repeat audit findings by developing procedures to ensure program compliance. Ensures eligible Supplemental Nutrition Assistance Program (SNAP) SNAP and Temporary Assistance for Needy Families (TANF) customers are assessed, and placed in a Federally defined work activity, receive assistance with removing barriers and, submit the proper verifications needed for those SNAP and TANF customers who are exempt from actively participating in a work activity by providing policy interpretation and case review. Ensures that eligible Eviction Assistance Program (EAP) and Low Income Housing Water Assistance Program (LIHWAP) customers applications are processed timely and accurately.

POSITION DUTIES

  • Responsible for implementing the daily, weekly, monthly, and annual performance goals to ensure compliance by providing direct supervision to supervisors. 
  • Assist the Program Manager with making decisions regarding procedures and planning for the Baltimore Works program by developing procedures which address program policies and issues. 
  • Provides administrative leadership for the Baltimore Works in the absence of the Program Administrator.
  • Supervises special projects and ensures Appeal Corrective Actions are completely within 48 hours.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of Microsoft Office and Google Suite experience.
One year of experience building and sustaining strong workplace connections, including community partnerships.
One year of experience generating and evaluating reports to give management with updates.
