Introduction

Workforce Development Specialist I - DVOP (Disabled Veterans’ Outreach Program.  The Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for Workforce Development Specialist I to function as a Disabled Veterans Outreach Program Specialist (DVOP. This list will be used to fill current and future vacancies in other local offices. 

Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

TO WORK WITH ELIGIBLE VETERANS, AND OTHER ELIGIBLE PERSONS WHO HAVE SIGNIFICANT BARRIERS TO EMPLOYMENT (SBE) TO RESOLVE THEIR EMPLOYMENT NEEDS. PROVIDES INTENSIVE SERVICES TO ELIGIBLE VETERANS, AND ELIGIBLE SPOUSES AS DEFINED IN TITLE 38 UNITED STATES CODE (USC), PARAGRAPH 4103A(A). THE GOAL IS TO ASSIST ELIGIBLE VETERANS AND SPOUSES TO OBTAIN OR RETAIN EMPLOYMENT LEADING TO SELF-SUFFICIENCY. IN ADDITION ELIGIBLE VETERANS AND ELIGIBLE SPOUSES MUST MEET THE DEFINITION OF AN INDIVIDUAL WITH A SIGNIFICANT BARRIER TO EMPLOYMENT (SBE), OR ARE MEMBERS OF A VETERAN POPULATION IDENTIFIED BY THE SECRETARY UNDER TITLE 38 U.S.C. 4103A(A)(1)(C) AS ELIGIBLE FOR DVOP SERVICES, AS EXPLAINED IN SEPARATE GUIDANCE FROM DOL.

POSITION DUTIES

Provides intensive services to eligible veterans, and eligible spouses as defined in title 38 united states code (USC), paragraph 4103a(a). The goal is to assist eligible veterans and spouses to obtain or retain employment leading to self-sufficiency

In addition, eligible veterans and eligible spouses must meet the definition of an individual with a significant barrier to employment (SBE), or are members of a veteran population identified by the secretary under title 38 U.S.C. 4103a(a)(1)(c) as eligible for DVOP services, as explained in separate guidance from dol.

Provides services to job seekers by assessing their skills, and needs using the automated system to complete, review, and update customer registration.

Identifying potential job matches of job seeker skills with job qualifications. 

Referring qualified job seekers to job openings by utilizing the automated system.

Sharing labor market information with customers to enable informed decisions on labor trends and economic conditions.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of case management experience in the field of workforce development delivering a wide range of career services to special and targeted populations of job seekers. Case management duties are defined as taking job orders, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications or appraising job applicants for employability.

Notes:

1. Candidates may substitute education at an accredited college or university, at the rate of thirty credit hours for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer with active-duty military recruiting experience or career counseling experience on a year-by-year basis for the required education and experience. 

SELECTIVE QUALIFICATIONS

Candidates must meet one of the following DVOP preference criteria for selection:
1.) Qualified service connected disabled veteran:
2.) Qualified eligible veterans; and
3.) Qualified eligible person (38 U.S.C. 4101(5)).

**If you have a Veterans Administration Letter of Disability Rating dated within the last six months please attach it to this application in order to receive credit

One (1) year of experience providing outreach to veterans

DESIRED OR PREFERRED QUALIFICATIONS

Six (6) months professional resume writing and reviewing experience
Prior case management experience

SPECIAL REQUIREMENTS

ll candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
