Main Purpose of Job

This position will analyze the needs of clients and determine if they are eligible for the Harford County Health Department (HCHD)'s Division of Behavioral Health (DBH)'s Prescriber Relations Program. If a client(s) does meet eligibility, based on DBH's rules and regulations, then this position will be responsible for data entry into the HCHD's EMR system. However, if a client(s) does not meet eligibility, then this position will be responsible for ensuring that the client(s) receives the most appropriate community referral.

This position will also be responsible for assisting HCHD's DBH's Medical Director, as well as Prescribers, regarding patient and prescriber relations. Additionally, this position will assist both the Division's Program Administrator and the Director with the planning, implementation and execution of prescriber services, including outpatient mental health care, substance use care, and opioid detox services. Such prescriber services will also include integrated behavioral health and primary care services. 

Finally, this position will assist with compiling statistical data by keeping detailed records regarding individual encounters, as well as community outreach; referral communications; and internal and external prescriber contacts. This position will need to be familiar with, and understand, DBH rules and regulations, along with the laws and policies of the HCHD. This position will also need to be familiar with additional community resources and support.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six months of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a Non-Commissioned Officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations, in accordance with agency laws and policies, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience entering and compiling statistical data. The desired candidate should also have professional experience in health services, specifically prescriber services (i.e. outpatient mental health care, outpatient substance use care, outpatient opioid detox services).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
