Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. The System has over 397,000 participants(customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.

This is a contractual position with the potential of becoming a permanent hire. Please note this position will serve at the pleasure of the agency appointing authority.

POSITION DUTIES

This position is responsible for the preparation, processing, and conversion of the daily mail into electronic images affecting Agency system-wide access, computer indexing, and research and verification of these documents to a centralized automated Folder Inquiry 2.1 Database.

The primary roles that the incumbent will be rotated between are: 

Check Processing Clerk: This position has primary responsibility to coordinate all mail service activities involved with the processing of daily cash receipts and returned checks.

Shipping and Supply Clerk: This position has primary responsibility to coordinate the data entry of supply orders and coordinate the record transfer of supply withdrawals to the Imaging/Document Unit.

Duplication and Reproduction Clerk: This position has primary responsibility to coordinate the processing of the Agency’s major duplication/reproduction requests. 

All incumbents will also be responsible for supporting the functions of the Imaging/Document Unit, processing incoming and outgoing mail, maintaining supplies of Agency forms and filling forms requests from Retirement Coordinators, mailing C-sets and payroll tapes, processing form requests from the Member Relations Division, entering data into FMIS, providing back-up support for transporting checks/advice, and other information outside of the Agency, and other duties as assigned.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1) Two years of experience performing micrographics and/or document imaging processing and management.
2) One year of experience working in a mailroom facility.

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
