Easement Stewardship Specialist

Introduction

This is a contractual, position specific recruitment for the Maryland Department of Natural Resources, Maryland Environmental Trust. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Easement Stewardship Specialist (“ESS”) works closely with the Stewardship Program Manager (“Manager”) and Stewardship Planner to advance the MET’s conservation easement stewardship goals, which include the regular monitoring of MET’s portfolio of more than 1100 conservation easements for compliance, responding to reports and observations of potential issues and violations, as well as responding to inquiries from the public, landowners and real estate professionals. The ESS is responsible for building and maintaining effective working relationships with private landowners and Local Land Trust (LLT) partners by arranging and conducting monitoring of conservation easements and by providing resources and stewardship services. The ESS assists the Manager and Planner to address stewardship inquiries and issues in a prompt and professional manner.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Six (6) months of experience in working with the public, in customer service or in managing volunteers.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of natural resources conservation and management and/or agricultural and forestry principles and Best Management Practices is preferred.
  • Experience in land conservation, land use planning, or environmental education is preferred.
  • Experience with Geographic Information System mapping tools such as, ESRI ArcGIS or ESRI ArcPro, spreadsheet creation and use, data entry and database management. 
  • A working knowledge of Microsoft Office Suite, particularly Excel, is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Persons in this position may be assigned duties which require the operation of an automobile or other motor vehicle. Employees assigned such duties will be required to possess the appropriate operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.

The Specialist may be assigned to work in multiple regions of the State.

This position requires field work which could include navigating challenging terrain and result in exposure to hot and humid as well as cold and inclement weather, wildlife, biting insects, and noxious plants.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
