Introduction

The Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for ADMINISTATIVE SPECIALIST II in the Office of Workforce Development (OWD) Baltimore City office.  Please be advised that frequent travel may be required and a State vehicle may not always be available.  Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

The role of the Employment Specialist is to recruit and locate training opportunities for older workers in the Maryland Senior Community Service Employment Program. Specialist will assist trainees in learning new skills and to locate unsubsidized employment following completion of training assignments.

POSITION DUTIES

Target, screen and recruit 55 years and older adults for the Senior Community Service Employment Program.  
Determine the income eligibility of the applicants using 125% of the Health & Human Service poverty guidelines for the initial enrollment and re certification.  
Orient and train program participants and host agency supervisors on the program policies and procedures. Recruit and establish new partnerships with non-profit organizations and State and local government agencies in assigned area.  
Promote and facilitate the transition of participant trainees from training assignments to unsubsidized employment with non-profits, for-profits and State agencies. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

At least 6 months of customer service experience 

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required. However, if you have this experience it must be detailed in the job duty section on your application.
Knowledge of recruitment. 
Knowledge of Microsoft Office Suite.   
Ability to coordinate activities and events.   
Ability to engage with local businesses, non-profits and government agencies.   
Ability to establish and maintain effective work relationships

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.

Contractual Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.


Leave Benefits

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year
