Main Purpose of Job

This position is responsible for providing program and system training to the Department of Human Services (DHS Family Investment Administration (FIA) employees, vendors and key stakeholders. The Trainer will enhance the competencies of individual internal employees by designing and conducting training programs that will boost employees workplace performance in alliance with DHS/FIA core values and mandate. The incumbent will be a subject matter expert of safety net programs policies and be profit in computer and web- based eligibility systems including, but not limited to, Eligibility and Enrollment system (E&E), Alerts (Beacon, New Hire, Death Match), Systematic Alien Verification for Entitlements (SAVE), The Work Number, State Verification and Exchange System (SVES), State Online Query (SOlQi), Electronic Disqualified Recipient System (eDRS), and Qlik Reports. The Trainer coordinates learning projects and tasks required to execute organizational learning strategies, programs, and initiatives to ensure department employees have essential service knowledge and skills, effectively applied to achieve service delivery outcomes. This involves assisting with all instructional learning design phases to include assessment, design, development, implementation, and evaluation. This position collaborates with Policy Analysts in the Office of Statewide Policy Compliance and Customer Service Performance, Office of Supplemental Nutrition Assistance Program, Office of Cash Programs, Office of Medical Assistance Programs, Bureau of Quality Control, and Office of Local Operations to develop tools to assess instructional effectiveness and determine the impact of training on employee skills and key performance indicators. The Policy and Systems Trainer will maintain updated FIA program curriculum, training material and host train-the-trainer sessions for DHS subject matter experts. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department. 

POSITION DUTIES

Deliver statewide training for DHS/FIA employees, key stakeholders and vendors to provide program, system and policy instruction that meets the need of the organization. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department. Develops, writes, and prepares FIA program training material. Maintains proficient knowledge of all FIA programs that meet specific training needs for new and tenured case managers. Creates and administers FIA training evaluations to ensure instructional effectiveness and determine the impact of training on employee skills and key performance indicators. Participates in creating needs assessment surveys to design, develop and deliver training on new or existing programs and procedures. Serve as a training liaison for FIA programs and provides technical assistance on FIA programs and procedures. Collaborates with internal and external stakeholders. Provide technical assistance to FIA Users at Local Department of Social Services and the Central Office in developing evaluation measurements. Lead efforts to identify and mitigate risk. Plan and execute annual policy testing. Participates in system design workgroups and projects and user acceptance testing (e.g. Notice Review Board, Statewide Policy Workgroup, etc.). Coordinates statewide learning initiatives (i.e., Connecting The Dots, Communities of Practice, Curriculum Design, Material Updates) Completes all other duties as assigned.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications. 
One year experience implementing SNAP, TANF, and other government programs.

One year experience developing training material and/or instructions.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
One year experience with implementing public assistance programs including but not limited to Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Need Families (TANF or TCA), Medical Assistance (MA), and others.
One year experience training and/or providing technical assistance to others
One year experience with conducting assessments with the purpose of obtaining in-depth understanding of an issue
One year experience with Maryland’s Eligibility and Enrollment (E&E) System

The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
