Introduction

The Governor’s Office of Crime Prevention, Youth and Victim Services serves as a coordinating office that advises the Governor on criminal justice strategies. This office plans, promotes, and funds efforts with government entities, private organizations, and the community to advance public policy, enhance public safety, reduce crime and juvenile delinquency, and serve victims.

Main Purpose of Job

As part of the Governor’s Office of Crime Prevention, Youth and Victim Services, the Criminal Injuries Compensation Board is designed to provide aid and assistance to victims of crime in Maryland. The Victims Compensation Analyst will be responsible for the examination of compensation claims and providing recommendations regarding those claims to appointed Board Members.

***This is a Special Appointment position which serves at the pleasure of the Appointing Authority***

POSITION DUTIES

Aid assigned claimants with all aspects of the claims processing, examination and the investigation process.

Maintain timely and consistent contact with claimant and/or victim, stakeholders and other stakeholders involved in the claims investigation process.

Examine, evaluate and make official recommendations to the Board and Judges regarding the outcome of a claim submitted by a claimant and/or victim.

Prepare official written memoranda to claimant and/or victim and official stakeholders to include Circuit Court.

Examine, evaluate and make official recommendations, as assigned for award or denial after the Board’s decision, including telephone and written notification to the claimant and/or victim and preparation and submission of the required financial information for payment.

Cultivate relationships with designated community-based victim service providers to serve the claimants and/or victims in a more efficient and effective manner.

Work with Victim Services Coordinator to provide referrals to aid victims and claimants, where necessary.

Maintain an acceptable level of competency in victims’ rights knowledge, cultural and diversity awareness and other areas as designated by Senior Leadership.

Participate in interoffice and interagency initiatives designed to promote victim services throughout the State of Maryland.

Develop and maintain a network and positive relationship with criminal justice based and community-based victim service provider partners in assigned jurisdictions.

Prepare case files for board review on a weekly basis, as well as reconsideration hearings and circuit court review.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work. 

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have One or More of the Following:

One year’s experience working with people in the processing of claim(s).

One year’s experience assisting victims of crime with claims and/or coordinating services. 

One year’s experience preparing official or legal written memoranda. 

LIMITATIONS ON SELECTION

This recruitment is limited to current employees of the Governor's Office of Crime Prevention, Youth and Victim Services only.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
