This is a position specific recruitment for the Maryland Department of Natural Resources, Land Acquisition and Planning. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The main purpose of the Real Estate Reviewing Appraiser II job is to procure independent real
property appraisals required by Maryland law and regulations, including the following tasks: 1)
track requests from LAP Unit staff to procure appraisals for approved POS acquisition projects;
2) set up an appraisal work file for each new acquisition project; 3) develop/draft an appraisal
services agreement applicable to each new acquisition project; 4) coordinate with LAP Due
Diligence Coordinator to solicit appraisal bids from qualified appraisers on DNR’s Approved
Appraiser List; 5) respond to substantive questions and inquiries from appraisers solicited to bid
on appraisal projects; 6) track and manage deadlines (due dates) for all appraisals; 7) perform
initial (basic) reviews of appraisals submitted to DNR (including follow-up with appraisers as
necessary to identify and/or discuss significant errors and/or issues requiring immediate
attention); 8) convey completed appraisals and appraisal work file to Chief Appraiser for
completion of formal reviews; and 9) complete formal review of appraisals upon request of
supervisor.
Related responsibilities include the following: maintain and add new qualified candidates to
DNR’s Approved Appraiser List; communicate with approved appraisers and/or awardees
related to each appraisal assignment (as needed); and field questions and provide answers on
appraisal procurement and review processes and functions. All of these functions relate to the
Land Acquisition and Planning (LAP) Unit’s mission to acquire land and other real property under
Program Open Space (POS). Specifically, the appraisals procured, reviewed, and processed in
support of POS acquisition projects provide the basis for DNR decision making and negotiations
related to all acquisition projects. DNR POS acquisitions occur in all 24 political jurisdictions (i.e.,
23 counties and the city of Baltimore), and DNR’s Land Acquisition and Planning (LAP) Unit
works with and assists these jurisdictions and a number of private sector land trusts and other
non-profit organizations working toward land conservation and acquisition.
POSITION DUTIES
The Department of Natural Resources, Land Acquisition & Planning Unit, located at the
Tawes State Office Building, Annapolis, Maryland, is currently accepting applications for a Real Estate
Reviewing Appraiser II. This position is responsible for the procurement and development of real estate
appraisal bids and the review and analysis of real estate appraisals within the Land Acquisition and Planning
Unit. The Appraisal and Procurement group is responsible for the procurement and review of appraisals for real
property to be acquired by the Department in fee simple, as well as conservation easement interests. The
position relates directly to the mission of the agency by aiding the Department in its stewardship of Maryland’s
natural resources, assisting in providing an integrated and self-sustaining network of public lands and open
space, and providing efficient and effective operations and records. This position must work with other teams
within the Land Acquisition and Planning Unit to facilitate appraisal assignments in all regions of the State.
MINIMUM QUALIFICATIONS
Experience: Nine years of experience in the preparation or review of appraisals used as the basis for the acquisition or disposal of real estate, provided two courses have been successfully completed in real estate appraising approved by the Maryland State Real Estate Appraisers Commission. One course must have been in the area of income capitalization, investment analysis, or industrial valuation.
Note: Candidates may substitute the possession of a Bachelor's degree from an accredited college or university including or supplemented by two courses in real estate appraising approved by the Maryland State Real Estate Appraisers Commission (one of the two courses must have been in the area of income capitalization, investment analysis, or industrial valuation) and five years of experience in the preparation or review of appraisals used as the basis for the acquisition or disposal of real estate for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Preference will be given to applicants who hold the classification of Certified General Real Estate Appraiser.
- Proficiency using Microsoft Office Suite, Google Workspace, Adobe, Bright MLS, SDAT Real Property Database, MDLandRec or FINDER Online or equivalent, and PLATS.NET for data research, management and presentation.
- Understanding of real estate principles, terms, definitions and legal documents needed to effect real property appraisals.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
