Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that is charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS), and is also the designated State survey agency in Maryland. OHCQ issues licenses which authorize the operation of a business in Maryland; recommends certification to CMS, thereby authorizing participation in the Medicare and Medicaid programs; conducts surveys, in order to determine compliance with State and federal regulations; and, provides technical assistance and education to providers, consumers and other stakeholders.

This position will conduct audits of Resident Fund accounts, including OHCQ's bond; banking records; reconciliation; unclaimed property; closed accounts; quarterly statements; and resident withdrawal activity. This position will also conduct licensure, certification, and survey activities in both licensed and unlicensed health care facilities or programs, on behalf of MDH and CMS. The purpose of these activities is to determine if a facility or applicant is in compliance with State, federal, and local laws and regulations, standards of care, and standards of practice. 

In addition, this position will perform administrative duties, including precepting other surveyors; interpreting regulations; providing technical assistance; participating in Informal Dispute Resolution (IDR) conferences; and, providing testimony in hearings. This position must understand the complexities of the health care spectrum, as it intersects with Long-Term Care facilities. All of these activities directly support OHCQ’s mission to protect the health and safety of Marylanders in the health care continuum. 

This position is designated by the Secretary of Budget and Management as being eligible to telework and, therefore, is a hybrid telework position. Work hours may be performed from a State work site or from a remote work site, based on the agency’s needs.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work experience.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules, or regulations; or, analysis of operational programs or procedures with recommendations for improvement, on a year-for-year basis, for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience interpreting, analyzing, reporting, and auditing financial information data.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
