Main Purpose of Job

This is the primary position for the Bureau of Investigative Services (BIS) Cyber Investigations Unit in the Office of the Inspector General (OIG). It is a key resource for ensuring Department financial integrity with regard to preventing and investigating fraud and other misconduct against the Department. The position contributes significantly to ensuring DHS customers achieve independence and the Department is protected in programs that must be free of financial and other types of abuse. This position performs Family Investment Administration (FIA) evaluations, conducts investigations and analyzes eligibility payments related to the activities of customers, employees, contractors, and contractor employees of the 
Department.

POSITION DUTIES

  • Evaluate applications and cases processed by eligibility determination workers to verify information, assure payment accuracy, and compliance with State and federal regulations. Analyze disbursements related to suspected customer fraud, including Supplemental Nutrition Assistance Program, Temporary Cash Assistance, Temporary Emergency Medical and Housing Assistance, Purchase of Care, Emergency Assistance to Families with Children, Maryland Energy Assistance Program and Low-Income Heating and Energy Assistance Program. Analyze allegations of misconduct to assure any misuse of State funds and other resources is resolved.  Review management referrals to improve the timely resolution of fraud cases. Work closely with Electronic Benefits Transfer System (EBTS) staff to analyze documentation of suspected SNAP trafficking and financial loss. Establish and maintain an investigative network of representatives from DHS Administrations, Social Security Administration, U.S. Department of Agriculture, State’s Attorney Offices, Attorney General’s Office, Internal Revenue Service, State and local Police and Sheriff’s Departments and citizen’s groups. Independently plan, organize and conduct on–site evaluations of information to make determinations of fraud, misrepresentation and misconduct.  Review computer generated customer payment data, other disbursement information and payment sources, applying knowledge of criminal law and Department program policies to establish violations of criminal statutes, Intentional Program Violations, federal regulations and State rules and policies. 
  • Perform quality control evaluations by conducting on-site field interviews of complainants, witnesses, representatives of businesses, State, federal, and county government, and professionals from legal, medical, and financial institutions. Interview customers, employees, and contractors who may have knowledge of fraudulent eligibility and other activities. Obtain signed statements for presentation to managers, administrative officers and prosecutors. Perform investigative techniques including computer matching to substantiate fraudulent activity, serious misconduct and related violations. 
  • Complete statistical and analytical reports for distribution to administrative authorities involved in prosecutions and administrative actions related to eligibility and other financial transactions. Complete summons (civil and criminal) and applications for arrest warrants. Request the issuance of subpoenas for case information and work with police officers to complete investigations. Confer with Local State’s Attorney Offices, private practice lawyers, Local Department of Social Service staff, Court Commissioners, judges, and law enforcement officials while conducting investigations, and develop evidence to complete investigations and determine financial losses. Testify at grand jury hearings, preliminary hearings, court trials and administrative hearings to verify information in support of allegations of fraud or misconduct. Confer with Division of Parole and Probation and Central Collection Units to complete restitution and overpayment orders.
  • Contribute to improved internal controls and quality assurance of Local Departments of Social Services programs by providing evaluation feedback and case manager training to reduce eligibility errors and overpayments. Activities include using techniques to detect falsification of documents, interviewing clients who may have committed fraud, and fraud prevention. Make presentations at formal training classes on program policy, investigative techniques and criminal, civil and federal law. Participate in training by federal agencies, the Maryland State Police and other State agencies to increase fraud prevention effectiveness. 
  • Provide subject matter expertise in: use of technology to conduct investigations, interviewing, prosecutions, Intentional Program Violations,  and Administrative Disqualification Hearings regarding payment integrity improvement. Solicit feedback from Directors and Assistant Directors regarding OIG performance and how to increase the value of OIG services.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

 The ideal candidate will possess the following:

  • Associates degree in Criminal Justice, Social Science, Cyber Security, Computer Science, Communications all related.
  • Experience in cyber investigations and/or research.
  • Computer software experience (To include Tor Browsers).
  • Strong Social Engineering background to include Dark Web Search Engines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
