Main Purpose of Job

The mission of the Maryland Board of Physicians is to assure quality health care in Maryland through the efficient licensure and effective discipline of health providers under its jurisdiction by protecting and educating clients/customers and stakeholders and enforcing the Maryland Medical Practice Act.

The main purpose of the entry level Health Policy Analyst Associate position is the responsibility for supporting and advancing the Board's policy, legislative, regulatory, communications, education and outreach initiatives. This position is assigned to the Communications, Education, and Policy (CEP) unit, reporting directly to and working under the close supervision of the unit manager. 

The principal duties of the position includes, but are not limited to assisting with and conducting research and quantitative and qualitative analysis, assisting with drafting regulations, legislative proposals, legislation, and documents pertaining to the legislative session, interpreting bills for the impact on the Board, making recommendations and presenting to the Board, Panels and Committees on the Board's policy agenda, preparing summaries and reports, drafting and editing general correspondence and newsletter articles, responding to Controlled Correspondence, Public Information Act requests, subpoenas and inquiries on policy matters from the public. The position maintains effective working relationships with the Office of Governmental Affairs (OGA), and the Office of Regulation and Policy Coordination (ORPC), other governmental legislative representatives and stakeholders. The position will also be responsible for handling special projects and other duties as assigned. 

This position is eligible for hybrid telework (20%) which is subject to approval from the supervisor.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: One year of experience performing qualitative or quantitative analysis.

Note: Candidates may substitute eighteen credit hours towards a Master’s degree in Health Sciences, Health Care Administration, Public Policy or closely related field from an accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
- Experience with legal documents
- Experience comprehending technical documents
- Experience proofreading written and legal materials
- Ability to communicate effectively in writing and orally

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
