Main Purpose of Job

The main purpose of the Health Policy Analyst position is to analyze, research, revise, and maintain Medical Assistance eligibility policies, procedures, data, and business requirements to support health policy, program and systems development. This position will analyze and research Medical Assistance policies and data by reviewing state and federal guidance, regulations, reports, business requirements and cases in eligibility systems including Maryland Health Connection, Medicaid Management Information System (MMIS) and the Eligibility and Enrollment (E&E) system. This position will revise or modify eligibility policies and procedures by writing SOPS, reports, manuals, white papers and other written materials. Additionally, this position will support the development and implementation of eligibility systems by reviewing requirements and designing documentation for stakeholder comments, facilitating workgroup meetings with staff from MDH and other agencies, and coordinating user acceptable testing of new functionality. These tasks require application of policy, program, software and system knowledge and staffing special and ongoing task forces, workgroups and other essential work teams to achieve project goals and clarify and resolve policy, program or system issues.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desirable Qualifications:
The desired candidate should possess the following:
  • Knowledge of Medicaid health care policy and experience evaluating, analyzing, researching and/or developing health care policy, programs and/or systems
  • Strong writing, analytical and computer skills 
  • Experience producing materials to inform policy and program decisions

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
