Main Purpose of Job

The main purpose of this full-time contractual position is to function as a health policy analyst to develop, revise, and maintain Medical Assistance eligibility policies and procedures in coordination with the Clients’ Automated Resource and Eligibility System (CARES), Medicaid Management Information System (MMIS) Maryland Health Connection (MHC) and MDThink E&E platforms.

This position usually works in conjunction with other senior staff within MDH as well as other agencies as needed to develop, implement and clarify policy and/or customer service issues. This position will analyze Medical Assistance cases (specifically for the Emergency Medical Services program) and perform special handling procedures to fulfill cases that are at risk of unpaid claims. 

In addition, this position will be analyzing, evaluating, researching, developing and monitoring health care services, policies and programs and working on special projects that require analytical skill, and leading those projects for OES. 

This position could be responsible for developing and/or modifying Standard Operating Procedures (SOP's) and manuals, and developing and/or modifying data collection tools. This position is responsible for participating in reviews of state and Federal guidance and its impacts on Maryland Medical Assistance eligibility policies and procedures. 

This position may serve on teams to write or evaluate Customer Service Requests (CSR) and reports needed from CARES, MHC, E&E and MMIS. The position may liaison with other departments and administrations for the purpose of developing, implementing, and clarifying policy and/or customer service issues. 

In addition, this position staffs special and ongoing task forces, workgroups, and other essential work teams.


Education:   A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.


1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.


The desired candidate should possess the following:
  • Experience in Medicaid policy, claims, corrective action or eligibility
  • Data analysis skills and experience 


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.


Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
