This is a position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Watershed. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
This position is organized under the Community Partnerships for Restoration Program (CPR) within the Center for Habitat Restoration and Conservation, Chesapeake and Coastal Service. This position will assist the Program Manager with the overall coordination and implementation of the statewide CPR. Part of these duties include working directly with communities, local governments, and nonprofits to advance water quality and quantity goals, create and diversify native habitats, improve and expand public access, and other co-benefits to improve the health of our people, rivers, and streams.
Building and creating partnerships with under-served and disenfranchised communities to address needs and funding gaps is key to this Program. Also, building good partnerships with new and established networks to expand functionality, technical resources, and funding opportunities will address and assist the overall Chesapeake Bay Program to meet Climate Change, Stewardship, and Diversity goals. This position will work with the Chesapeake Bay Trust, UMD Sea Grant Extension, and the Watershed Assistance Collaborative to continue outreach and technical assistance to the public to develop a diverse applicant base. The position will assist organizing workshops to engage and build support for community grants, capacity and education.
POSITION DUTIES
The MD DNR Chesapeake and Coastal Service is dedicated to Maryland’s extraordinary coastal resources and strives to provide restoration science and services to meet water quality and habitat restoration needs. This is done by providing technical expertise, funding and on-the-ground project management. The MD DNR Chesapeake and Coastal Service is currently accepting applications to fill the role of Natural Resource Planner IV.

Specific tasks related to this role include: Building and creating partnerships with under-served and disenfranchised communities to address needs and funding gaps. Also, creating meaningful partnerships with new and established networks to expand functionality, technical resources, and funding opportunities will address and assist the overall Chesapeake Bay Program to meet Climate Change, Stewardship, and Diversity goals. Leads and assists with community-level ecosystem restoration outreach, plans, designs, and construction activities with the Chesapeake and Atlantic Coastal Bays Trust Fund, as well as other grant funding as required or needed. Conducts site visits, grant reviews, approves invoices, and quarterly reports.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.
Experience: Five years of experience in natural resources planning or applied environmental science.

Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological, environmental sciences and one year of experience in natural resource planning or applied environmental science for the required education.
2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences for up to three years of the required experience.
3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in natural resources planning, management, administration, development, environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
- An advanced degree in natural resource management, economics, environmental and/or natural science.
- 7 years of technical knowledge of conservation ecology, planning and habitat restoration.
- 3 years of climate resilience and specifically sea level rise and nuisance flooding experience.
- 5 years of community-level capacity building, outreach.
- 5 years of project and grant management.
- Strong verbal and written communication skills.
- Ability to work well in a team environment.
- Valid driver’s license and clean driving record.
- Willingness to complete physical work under harsh and adverse environmental conditions (high heat and humidity, cold, biting insects, poison ivy, etc.).
- Proficient with Microsoft Office suite

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
