Main Purpose of Job

The main purpose of this position is to be accountable and responsible for the final disposition of all unclaimed property. The position is also fully responsible for the master property record control, quarterly inventory verification, disposition of all monies submitted to the Department's Property Unit, processing all claims for monies, and despersement of forfeited monies.

POSITION DUTIES

Receive Property Records from various installations. Maintain the Master Property Ledger. Verify all incoming property records, check for correct monies received and signatures. After receipt of Monthly Report of pre-numbered Form MSP 63 (Property Record), enter numbers into control records under installation and enter numbers into database. File all property records incoming and closed. Prepare and send records to the Hall of Records as necessary.

Witness receipt of property from various installations and barracks to be logged and stored in the warehouse. Receive firearms for destruction. Receive property for re-sale and property destruction. Disposition of each item is based upon the judgement of the Property Unit Supervisor and/or Department Property Officer. Responsible for witnessing and noting property record as to the items inspected to include determined disposition and determining employee.

Receive, store, and process excess Capital and Sensitive Equipment. Responsible for declarations, Gov. Deals, MITS, and disposals.

Audit Quarterly Inventory Reports from all MSP barracks, units, sections, and divisions. Verify open records, notify appropriate personnel of any discrepancies and rectify same.

Affirm that property deemed for destruction based upon the best interest of the Department. Witness the lawful destruction of weapons and any other property labeled for destruction. reconcile all property records of destroyed weapons and property.

All other duties and responsibilities assigned by Command.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience in the disposal of surplus equipment, materials and supplies.

Notes:

1. Candidates may substitute education at an accredited college or university may be substituted at the rate of 30 credit hours for each year of experience, for up to 2 years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Supply and Logistics classifications or Supply and Materials Control and Management specialty codes in the supply field of work on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Experience with a proprietary inventory database.

2. Experience in the disposal of surplus equipment, materials and supplies.

3. Experience dealing with the disposal and inventory control of property at any government level.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Some positions in this classification are assigned duties which require the individual to be examined by a physician after an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.


SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
