Main Purpose of Job

This position will lead the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Office of Oral Health (OOH)'s HIV Oral Health Care Referral Program. This is a pilot program that is aimed toward increasing access to oral health care for People Living with HIV (PLWH). This position will coordinate the development, implementation and evaluation of a comprehensive program, including a pilot project and social marketing campaign that will increase the awareness of the importance of regular oral health care among PLWH, as well as increase the rate of referral of PLWH to oral health care services by PCPs and medical professionals at HIV treatment centers.

In addition, this position will oversee and support a variety of program development activities for the OOH, including special projects. This position will be responsible for preparing decision papers related to the funding of programs for use in briefings. This position will also be responsible for researching, evaluating and recommending to management any potential funding opportunities, including grants. Finally, this position will be responsible for leading the development of grant proposals, while providing assistance with establishing and maintaining strategic relationships with key national groups and federal agencies.

MINIMUM QUALIFICATIONS

EducationGraduation from an accredited high school or possession of a high school equivalency certificate.

ExperienceFive years of administrative staff or professional work experience.  

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or, overseeing or coordinating unit operations; or, functioning as a Staff Assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in the Public Health clinical field, as well as experience managing, collecting and analyzing data for a health program, agency, organization, etc. The desired candidate should also have a Bachelor's degree.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
