Main Purpose of Job

This position serves as Program Administrator for the Surplus Federal Donation Program and is responsible for overseeing more than $20 million in federal donations annually. This position is also responsible for the development of the Small Business Outreach Program within the State of Maryland and maintaining a standalone database, and serves as a liaison between State and Federal agencies.

POSITION DUTIES

Duties for this position include, but not limited to:

· Establishes and manages the Federal Donation program based on Federal Acquisition Regulation 102-37.
· Maintains an up-to-date State plan in accordance with GSA requirements. 
· Develops tools/brochures for the Federal Donation Program.
· Performs outreach, training and workshops in conjunction with conferences, seminars, and community events for local jurisdictions and nonprofit organizations.
· Assists in the management of SF 123 issued by GSA.
· Provides administrative support to the Surplus Property Administrator and the Director of Surplus Property Division.
· Conducts screenings, inspections and field audits for State agencies.
· Liaison for the Small Business Administration and handles small businesses, veteran owned businesses, women owned businesses and small disadvantage businesses.
· Conducts compliance visits for the Federal Donation Program and State programs. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.
· Experience with a Federal Donation Program in accordance with the Federal Acquisition Regulation 102.37.        
· Experience performing outreach activities and training.
· Experience maintaining files and documents using a tracking system. 
· Knowledge of the Freedom of Information act and Privacy act laws, policies, and procedures. 
· Excellent oral and written skills. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
