Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to reduce the transmission of HIV and help Marylanders who are living with HIV/AIDS have longer and healthier lives. The IDPHSB is dedicated to primary and secondary prevention of HIV transmission in Maryland. In partnership with impacted communities, the Bureau develops, funds and evaluates effective Adult Viral Hepatitis, Sexually Transmitted Infection, and HIV prevention and treatment programs. The Bureau also provides training, support and technical assistance in order to develop the capacity of agencies and individuals to successfully deliver those interventions and services.

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Harm Reduction Services (CHRS)’ strategic goal is to reduce substance-related morbidity and mortality by optimizing services for people who use drugs. This includes preventing the transmission of infectious diseases, such as HIV, viral hepatitis, and Sexually Transmitted Infections (STIs), through the successful expansion of the Syringe Services Program, as well as through the engagement of people who use drugs in other harm reduction services. The CHRS envisions a Maryland where people who use drugs have access to compassionate, quality care that is free from stigma; services are low-barrier, community-based and comprehensive; and, experiences of past trauma, criminal legal involvement and racism do not determine one’s health outcomes or quality of life. 

The main purpose of this full-time contractual position is to provide day-to-day technical assistance and administrative support to Division team members. This position will assign and direct program managers with the performance of their daily duties regarding the management of the ACCESS Grants, Overdose Response, and Syringe Services Programs. Such successful management will be accomplished through regular availability for technical support, as well as through subject matter expertise on ORP, SSP, and STOP Act policy; subject matter expertise on relevant conditions of award and internal policies; and, the development of resources, such as tracking spreadsheets and standard operating procedures.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or, overseeing or coordinating unit operations; or, functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience involving harm reduction services, as well as experience managing grants for harm reduction programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
