Introduction
The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job
This position will be responsible for Auditing/Billing/Invoicing for license investigations relating to Casino and Sports Wagering Operators, Manufacturers, Contractors, Principal Entities, Institutional Investors and Principal Employees, determining the accuracy of hours billed and invoiced which support the agency’s operations. This position will review, verify and interpret information in order to make determinations and resolve problems in accordance with policies, regulation and applicable laws. This individual will respond timely to all inquiries in reference to billable hours, resolve discrepancies between billable hours and invoices generated, respond with the level of Customer Service mandated/expected by the Governor’s State of Maryland Customer Service Promise. The incumbent will uphold the policies, procedures and requirements mandated by the Regulatory Licensing and Background Investigations Division to ensure the integrity of the position and the Division.
POSITION DUTIES
• Thoroughly review billable hours submitted in the e-Licensing system for accuracy and completeness. Performs all required follow-up processes with invoice submittals in a timely and efficient manner with the appropriate investigator, principal, principal entity, institutional investor, manufacturer, contractor.
• Processes and issues invoices based on application of regulations and procedures pertaining to factual based information.
• Conducts comprehensive investigations of all inaccurate or incomplete information in various records and documents. Pursues the necessary information for completeness and accuracy.
• Communicates effectively via telephone, email, written correspondence.
• Develops and recommends new standards, methods of operation in order to accomplish the overall mission of the agency.
• Performs/Completes other task/related duties as assigned.
• Provides constituents, businesses, customers, and stakeholders with services in accordance with the State of Maryland Customer Service Promise.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
• Experience in computing billable hours and invoicing;
• Experience in Law Enforcement
• A comprehensive knowledge of computer software, computer databases and programs;
• Functioning understanding of COMAR Regulations

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
