Main Purpose of Job

The Administrator II is a technical position in the Compliance Division within the Solid Waste Program, Land and Materials Administration of the Maryland Department of the Environment. The incumbent in this position will provide administrative support to a unit engaged in the determination of the regulatory compliance status of facilities that manage or sell certain products containing polyfluorinated compounds for the Solid Waste Program. The incumbent will assist in the development of a program to collect PFAS-containing foam from fire departments in Maryland; develop contracts to perform the collection, transportation, and disposal of PFAS-containing fire-fighting foam concentrates. The incumbent will also track the collection, transportation, and disposal out-of-state of the foam concentrate; track disbursements paying contractors for these activities; and provide administrative assistance to the staff of the unit determining compliance with the requirements of the George “Walter” Taylor Act. The Administrator II job duties will include receiving, tracking, distributing, and filing these documents, assisting the technical staff, and assisting in coordination of the workflow of the unit.


MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Knowledge of the principles, practices, and procedures of business and public administration;
  • Knowledge of standard office management methods;
  • Experience using data analysis to gather information for programs and creating reports;
  • Ability to research information and provide recommendations;
  • Experience communicating effectively with diverse populations;
  • Ability to track contract requirements and contractor activities;
  • Ability to maintain confidentiality of sensitive information.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
