Introduction

The Maryland Department of General Services (DGS)
supports State and local government agencies, as well as local non-profit
organizations and the citizens of Maryland, by providing facilities management,
real estate and surplus property services, as well as security and law enforcement
for State buildings. DGS is also responsible for a full spectrum of facilities
engineering, design and construction services, almost $1 billion in annual
contract administration, and overseeing the State procurement process. Here at

GRADE
LOCATION OF POSITION
A position is available
within the Office of Facilities Management for the Department of
General Services located in Glen Burnie, Maryland. However, the list
created from this recruitment may also be used to fill other vacancies, in this
classification, as they arise.
Main Purpose of Job
POSITION DUTIES
Duties for this position include but are not limited to:
- Plans, implements, coordinates and manages the building operations of two
State Office facilities to include: developing emergency and safety programs;
coordinating routine and preventive maintenance, major repairs, alterations and
improvement.
- Interviews and hires prospective employees; oversees and supervises the
work of assigned personnel.
- Responsible for the operating budgets of two facilities to include
making recommendations, analyzing, reviewing and preparing budget reports.
- Prepares specifications for the bidding and awarding of maintenance and
building services contracts; evaluates the contractor's performance and ensures
that all of the funds which are expended are the most cost effective.
- May be required to assume the duties and responsibilities of another
region in addition to the region that has been assigned.
- Consults with tenant representatives and other agencies in the
resolution of issues related to building systems, maintenance requests, timing
and coordination of work.
- Perform other duties and responsibilities as required that enables DGS to fulfill its mission of providing and maintaining buildings that are safe, secure and operationally efficient.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the
following preferred qualification(s). Include clear and specific
information on your application regarding all qualifications.
- experience as a building manager of a commercial facility monitoring
maintenance operations.
- experience overseeing the application of policies, laws and
regulations.
- experience preparing specifications for the purpose of bidding and
awarding maintenance and/or building services contracts.
- experience analyzing monthly budget reports.

extended. The list will be used by the hiring authority to select
employees for interviews. Eligible
lists may be used to fill future vacancies of the same classification.

being hired.
